Ligita Girskienė, a member of the Seimas and representative of the Lithuanian Peasants and Greens Union, announced this on her Facebook account on Wednesday evening.
The politician shared the report received from the COEC, which indicated that, taking into account the appeal of the Seimas member L. Girskienė, it was decided to initiate an investigation into the Minister of the Environment.
L. Girskienė submitted an application to the COEC after it became clear that, in addition to Prime Minister Ingrida Šimonytė, S. Gentvilas herself had signed the resolution on the resignation of Environment Minister S. Gentvilas on April 14 this year .
As Seimas member L. Girskienė states in the report to the COEC, the law stipulates that the declarant must also withdraw from the preparation of the documents or their drafts that directly concern him.
S. Gentvilas himself asked to resign part of the Minister’s functions, specifically the functions of the State Inspectorate for Spatial Planning and Construction (VTPSI).
He based his request on the fact that due to possible construction violations at the house under construction in Klaipėda, VTPSI is conducting an investigation, whereby the Minister seeks to “avoid even the appearance of a possible conflict”.
With the withdrawal of the government, the Minister of Agriculture, Kęstutis Navickas, was temporarily transferred to the post of Minister of the Environment.
In addition to a possible construction violation, the State Labor Inspectorate is investigating possible illegal work at the S. Gentvilas house under construction.
On April 7 of this year, a concrete staircase fell to the second floor of a house under construction owned by the Minister and a co-owner. Two workers were injured in the incident, one of them seriously.
It later emerged that the workers may have been working illegally. Minister S. Gentvil himself says that after officially hiring the builders, the agreements to work with them were carried out through the bank.

The incident at the house under construction by the Minister of the Environment occurred on April 7. The request for the resignation of Prime Minister I. Šimonyte was officially submitted by S. Gentvilas on the morning of April 8. The government meeting took place on April 14.
As can be seen from the public information system on legal acts, the Government Resolution has been signed by Prime Minister I. Šimonytė and Minister for the Environment S. Gentvilas.
The name of the Minister of the Environment also appears in the draft resolution presented to the Government meeting, but this document indicates that the draft resolution was prepared by Rita Rusak, Chief Specialist of the Corruption Prevention and Internal Investigation Division of the Ministry of the Environment.
S. Gentvil himself, who was interviewed in Delfi on Wednesday evening, said that he had received a notification about the investigation, but was certain of this fact.
“Starting an investigation does not mean that the minister has already violated something.
The purpose of the investigation is to identify all the circumstances, evaluate them and decide if there was a violation of the law or not. In fact, in the aforementioned complaint by L. Girskienė, a lot of alleged violations of mine were added, but the COEC raised doubts only at this point, ”said S. Gentvilas.
According to the politician, “we must not only value the form but also the content.”
“He may not have formally had the right to sign either the draft resolution or the resolution itself, there will certainly be a good precedent here when we develop the legal practice of how public officials should behave in cases where I myself, emphasize, I take proactive action on my own initiative to anticipate any interpretation of a potential conflict of interest.
If it is said that in such a case he himself cannot apply for the retirement project, it means that another official will have to do so. I would like to draw your attention to the fact that the request for the resignation of another minister, Conservative Minister of Education, Science and Sports Jurgita Šiugždinienė, was discussed at the same meeting on the same day. It was also signed by the Minister, but I did not hear that Ms. Girskienė had requested it from the COEC, ”said Minister of the Environment S. Gentvilas.
He stressed that there was no vote in the Government on these issues and that the resolutions were adopted by consensus.
