“Decisions on the use of the passport of opportunity are expected to be made at the government meeting,” Rasa Jakilaitienė, a spokesman for the prime minister, told BNS.

In an informal meeting on Monday, the Council of Ministers basically agreed on the final idea, the passport concept was drawn up by the Ministry of Economy and Innovation. The idea is not supported by the leader of the Liberal Movement, Seimas spokesman Viktorija Čmilytė-Nielsen, who stated that hoping to have an EU document in June, “there is no longer the goal of rushing the Lithuanian equivalent.”

According to the Ministry of Economy and Innovation, it will be a virtual document that can be obtained by people who have been vaccinated against the coronavirus, have acquired immunity (COVID-19) or a negative test result. It would enable the provision of indoor catering services, larger indoor and outdoor events, leisure entertainment, and allow service providers to host personal celebrations if more than two households are involved.

In each case, the person would receive a QR code confirming immunity, which they would have to provide before attending an event or catering establishment.

According to the Minister of Economy and Innovation Aušrinė Armonaitė, the document is planned to establish that the test result would be valid 24 hours a day, could be carried out not only at mobile municipal points, but also in pharmacies, it would be paid for by the State . It is planned to use rapid antigen tests for the immunity passport, which will allow finding the answer in less than half an hour, although other tests would be valid.

A. Armonaitė considered that the initiative could start operating from the end of May and would be a temporary solution, and later, with the acceleration of mass vaccination and the appearance of the European green certificate, the passport of opportunity could no longer exist .
