Regitra shared on his Facebook account the news that before the new regime came into force, the first cases of fraud were already noticed, when car dealers allegedly already had SDK codes. The company notes that the codes will only be issued from Saturday, that is, May 1.
“Although we will start issuing owner declaration codes (SDK) ONLY from May 1, we can already see in the announcements that someone already has them. Stay tuned! From May 1. You can check the validity of the code in Internet in a special search for that purpose ”, writes Regitros on Facebook.
There may be more cases
Saulius Šuminas, Regitra’s deputy general manager, says the company has not specifically searched for violators, only knowing one such case so far.
“We did not specifically search, our colleague found out and we shared it. In fact, we are not following the whole situation, fraud (following who is cheating, trading online or living in the markets) is not our priority. But if we see what happens. something, we always share.
However, I think there will be more such cases. This is a very good indicator that we have a big problem today that has not been solved for many years, ”says S. Šuminas.
On Regitra’s account, drivers wondered why it was bad to update the ad a few days before the new order, since sellers could expect to receive the code and send it from May 1. However, the interlocutor considers this to be unfair and points out that there is no need to rush to update the announcements.
Saulius Šuminas
“If the vehicle is not currently registered, you can write anything in the ad and we will not check anything. Maybe there is an option here for a person to guess they will get a code etc, but who should write what not? No I get this thing Honesty still doesn’t smell.
Maybe it’s honest, maybe not, but as an honest seller, I will never write what is not. And the fact that there may be (code – Delphi) is the same as selling a car and saying that it will be with the engine later. That sounds incredible to me, ”says S. Šuminas.
The interlocutor also provided possible motives for the abusers.
“We check car prices in Germany, there is public access, sales portals and we check in Lithuania. We compare prices, mileage, are Lithuanians smarter here? Do they have cars in any way cheaper? I don’t think the prices will be directly correlate with the mileage of the car. With us, prices correlate with the year the car was made. This is silly, a unique case. This means that people don’t believe in mileage at all, so the only Trusted source is still year of manufacture Although probably not a year, we are writing the earliest registration date when the vehicle was put into service.
There are no such miracles here and there are not. If a person actually counted the money they invest in a car, they are not actually saving anything here. You buy a car with possible defects if you buy it from a person who does not have the opportunity to defend himself in court because he did not buy from that person. So where is the victory here? I don’t see an advantage anywhere, “says S. Šuminas.

There are fines of up to 600 euros
Control officers can impose administrative liability if they discover that a vehicle does not have an SDK. The fine will be imposed by the authority that determined the infraction. In doing so, an administrative violation report will be prepared in accordance with article 431 (1) or (2) of the Code of Administrative Offenses (failure to comply with the requirements established for the owner (operator) of a vehicle).
The owner (administrator) of the vehicle is fined from 150 to 300 euros for failure to comply with the requirements established in the Road Safety Law. In case of repeated infringement: from 440 to 600 euros.
Shadow reduction expected
We remind you that starting in 2021. May 1 A new vehicle owner accounting system is launched. Each vehicle in Lithuania must have a unique SDK code. It will only be possible to sell and register vehicles with this code. According to the State Tax Inspection (STI), the new system will help protect the population from the unfair actions of car dealers, as well as guarantee the reduction of the shadow economy in this sector.
According to Rolandas Puncevičius, Senior Advisor to CTI’s Control Department, the industry’s two main problems are unregistered and duty-free intermediaries, as well as artificially lowered car prices.
“At present, almost half of the car buying and selling transactions in Lithuania are supposedly concluded with foreign nationals, although in reality the vast majority of cars are bought in Lithuania,” commented R. Puncevičius, noting that without collateral .
“The new SDK system will avoid the so-called kauferiams, it will complicate the manipulations with the price of the vehicles, ”says a senior advisor to the ITS Control Department in a press release.
How to get SDK?
The STI recalls that for vehicles located in Lithuania and registered in the Register of Road Vehicles, the SDK will be issued on May 1. it will be provided automatically. It will be available on the SE Regitra website or by contacting its divisions.
When selling a vehicle that already has an SDK, the details of the change of ownership must be reported within 5 business days of the acquisition or transfer of ownership. When a vehicle with an SDK is sold to a foreign resident or a legal entity registered abroad, the information must be declared on the day the circumstances arise.
The owner of a vehicle whose vehicle is located in Lithuania, but is not registered and is not sold, has a transitional period until July 31 to declare ownership of the vehicle. If the decision is made to sell such a vehicle, the owner must declare ownership and receive an SDK prior to making a public offer to purchase the vehicle.
If the vehicle has been purchased abroad and it is still planned to be imported into Lithuania, the SDK must be obtained before the vehicle enters the territory of the Republic of Lithuania.
What Should Car Dealers Know?
The vehicle owner offers to purchase the vehicle from May 1. You must have and post the SDK prominently in sales announcements, showrooms / markets. The STI and other institutions will check if all cars and other vehicles imported and sold in Lithuania have an SDK. Failure to comply with the established procedure entails administrative responsibility.

“A wide range of control measures are envisaged: car carriers will be inspected, individual vehicles will be stopped on the roads. Specialists will visit car markets and other outlets, conduct analysis of advertisements on Internet portals.” , says R. Puncevičius, a representative of the State Tax Inspectorate, noting that for September 1, there will be a tolerance period, during which the control authorities will not seek to sanction, but will warn, help correct errors and provide information.
