The first two criteria would be defined according to the requirements of immunologists and infectologists, and the third solution would be political. The Ministry of Economy and Innovation specifies that the tests are planned to be carried out using rapid antigen tests and / or PCR. It can be periodic and / or unique.
The government has yet to decide on the payment of the tests (the ministry proposes that the state pay) and the organization of the tests (the ministry proposes that the municipalities carry them out).
In its presentation, the Ministry also presented a possible scenario for the expansion of test volumes in Vilnius:

Looking for opportunities to open more activities
As already announced, the Government is looking for ways to bring more companies and individuals back to life. The Ministry of Economy and Innovation proposes the use of a so-called opportunity passport, whose benefits could be used by people hired, vaccinated or tested.
“We are looking for ways to bring more companies and people back to life. The so-called passport of opportunity could be the instrument that, with the acceleration of vaccination, could help to bring back some activities in the near future. We suggest that in that there would be three items in the passport of opportunity: information on vaccination or relapse, or negative test. This is the model of our neighbor Denmark. We are working with this model, ”said Aušrinė Armonaitė, Minister of Economy and Innovation and leader of the Freedom Party, in Delfi.
More specific details should be clarified in the near future: how long after a vaccination or illness, or after a test, a person could benefit from such a passport.
“All I can say now is that we are looking for ways to ‘open’ events, also indoors, to organize indoor catering, to get people back to sports clubs. This passport of opportunities would allow us to do it ”, said A. Armonaitė.
