“We were already preparing for the process before the holidays, because we are constantly monitoring the cases in Kaunas, we are preparing for changes in the legislation that we expected to be adopted for our city, we asked how parents would view the situation, we collected data on how much they would agree to prove, “BNS said. Deputy Director of the Municipal Administration Eglė Andriuškienė.
According to her, although a large number of parents agreed, the municipality has also encountered considerable resistance, since these studies are conceived only as an opportunity and not as an obligation if the municipality is not among the most affected.
“We are ready – both the tent for the cumulative mobile point is open, we have contacted the laboratories that would perform these tests for us, we have found out their capabilities. We are fully prepared for the process, just for that, of course, because it is not an obligation and that obligation is not regulated for us, we had to ask the communities, ”said the representative of the municipality.
“There was a conversation and vote yesterday and the community decided that we would go back to the process on a mixed basis and not test yet,” he added.
E. Andriuškienė pointed out that, although the Government’s resolutions on contact education mention 100,000 new cases. Population indicator, in which the municipalities that are considered to have a better epidemiological situation are named. Therefore, although Kaunas has exceeded the planned limit of 300 cases, it is still classified as a better-situated municipality and they cannot force the teams to carry out tests.
“We see the numbers, but the contradiction is that we still call them sick and we can’t force them,” he said.
According to E. Andriuškienė, Kaunas awaited on Wednesday the government’s decisions that would move the municipality to another area, when education is only possible by applying the cumulative method, but there was no such solution.
“We are many – 58 institutions, and opinions are different: in addition to some people wanting those piles, others complain and this week we received a request to allow pickets to the municipality – 3,000. the parents wanted to organize a picket because we are forcing them, although the legislation does not regulate, to do the cumulative work ”, said the representative of the municipality.
According to her, this situation shows that if the government wanted municipalities to react quickly to the growing number of diseases, the resolutions should regulate the numbers and not name them.
Therefore, Kaunas will evaluate teachers who have not been vaccinated or who have not yet received a second dose over the weekend. Consideration is being given to allowing the cumulative method to be used when supported by the vast majority of student families.
Gave time to prepare
Prime Minister Ingrida Šimonytė said this week that municipalities where the epidemiological situation has worsened after the opening of primary education institutions will have to pass cumulative tests, and Kaunas was mentioned as one of the cities that awaited it.
On Wednesday, the government adopted amendments to the quarantine ordinance, which slightly expanded the list of municipalities where education without testing is allowed. According to I. Šimonytė, this allowed time for the institutions to move to a stricter order.
“The decision taken by the government today is that after the holidays, because the holidays end quickly, the schools in these municipalities return to education, but the municipalities will have to pass cumulative tests for a week and a half if the situation there they don’t improve and function like the Vilnius schools do, “he said.
The Cabinet of Ministers has decided that more lenient quarantine measures can be introduced in municipalities, where the number of new COVID-19 cases in two weeks does not exceed 300 cases per 100,000. population. The current limit is 200 cases.
At the same time, it was established that if the number of cases in the municipality did not decrease to 200 in two weeks, it would be removed from the list of less severe restrictions.
According to the Ministry of Health, there are currently 13 of those municipalities.
After slightly liberalizing the requirements for municipalities, more lenient requirements can be applied in a total of 49 municipalities, including the cities and districts of Alytus, Kaunas and Klaipėda.
