According to the Council’s decision, the Lazdynai Polyclinic will be reorganized connecting it with the Karoliniškės Polyclinic and the Naujininkai Polyclinic, connecting it with the Naujoji Vilnia Polyclinic. As a result of these reorganizations, patients will not change their GP or place of service delivery, except only for newly emerging services, according to the press release.
“Every organization reaches a stage in its activities in which, with its available human, financial and administrative capacities and resources, it maximizes its potential, and the demands of patients on the health care provider are growing reasonably,” said the deputy mayor of the city of Vilnius, Edita Tamošiūnaitė. Therefore, in order to ensure the same level of services in all medical institutions in the capital, provide them with new technologies and medical equipment, ensure the widest range of healthcare services and health professionals, guarantee the shortest possible wait. weather.
According to the management specialists of the Lazdynai and Karoliniškės polyclinics, who have been competing so far, only happiness will take care of the most robust and innovative solutions from two medical institutions, mobilizing the best specialists, as well as financial resources and doctors.
Meanwhile, residents will continue to have select family physicians, consulting physicians, a laboratory, dentists, X-ray exams, and all other specialists close to their homes. At the same time, they will receive many new services, which until now the Lazdynai Polyclinic was unable to offer due to financial constraints, lack of specialists and, finally, limited infrastructure. They will be provided on the premises of the Karoliniškės Polyclinic. After the merger of the Karoliniškės and Lazdynai polyclinics, the number of patients in the new institution will exceed 85 thousand.
The plans to merge the Naujininkai Polyclinic and Naujoji Vilnia were determined by the size and similarity of these institutions. When they are young, they both face similar problems in providing services to the population: there is a lack of services from both family doctors and secondary-level specialists, as it is difficult to guarantee the full-time workload of all specialists necessary and attract them to work in general. The modernization of these institutions and the renewal of medical equipment are also stalling.
It is expected that merging them into a single legal entity (but without changing their physical location) will solve all these problems, thus improving the availability of services. The joint polyclinic will be able to strengthen the attraction of medical personnel: actively seek young specialists, attract promising medical specialists and nurse specialists by motivational means.
Some of the services (family doctors, some specialist doctors) are expected to be duplicated, but part of the services provided by secondary-level specialists will be concentrated in one of the delivery sites, where the necessary medical equipment will be concentrated. . This will allow a more efficient use of resources between the two institutions, avoid the duplication of some services and some activities (for example, by creating a common laboratory for both institutions, connecting the IT infrastructure and creating a common call center), as well as more rational use of limited financial resources.
The new structure is expected to go into operation in mid-summer. The preliminary number of registered patients would exceed 46,000. Currently, both institutions have around 23,000 of them. After the reorganization, the existing institution would have all the medical personnel of both institutions, which would be about 90 doctors in total and the same number of nurses. The reorganization is expected to help attract new physicians and nurses and their number at the institution will gradually grow.
In each case of job duplication, an employee-friendly solution will be sought, possibly offering other job opportunities. Neither agency has an excessive number of positions and staff, so the workload will not be reduced by merging the agencies, and layoffs are not appropriate. The municipality, as the founder of the institutions, will seek to avoid unjustified staff turnover.
Relevant issues for the population:
Will my GP change? Neither the GP for which you are enrolled nor the place where you provide these services will change for reasons related to the reorganization, unless you want to do it yourself.
How will the supply location change after the reorganization? The location of the family doctor, dentistry, lab tests and other primary level services will not change. However, the location of some of the services provided by secondary care professionals may change, as part of the services provided by secondary care professionals would be concentrated in one of the locations where the necessary medical equipment would be concentrated. It has not yet been decided which of the physical locations of the reorganized institution will be provided. Patients will be informed of any changes by their GP, and the information will be available on the bulletin boards on the institution’s website.
Is there convenient communication between the units of the merging institutions? There is a public transport connection between the Karoliniškės and Lazdynai polyclinics, and it is planned that elderly patients, especially those with mobility problems or special needs, will be taken to the Karoliniškė polyclinic for services (not at the Lazdynai polyclinic ) and transported to the Lazdynai polyclinic by a family doctor or specialist. or simply to the place of residence of the patient.
There is currently no direct connection between Naujininkai and Naujoji Vilnia. However, to improve communication between the two polyclinics, the possibility of launching a new high-speed bus route “Naujininkai – Naujoji Vilnia” will be considered, which would ensure fast and convenient transportation for residents to any of these institutions. .
Relevant issues for employees of reorganized institutions
Will my employment contract not end after the reorganization of the institutions? The employment contract must not be terminated. A notice of change in working conditions will be issued with a proposal to continue the work. New positions may be offered to staff in positions that will become vacant.
Will my physical workplace change? The physical workplace should not change, but individual solutions are possible to achieve reorganization goals and bring services closer to patients. This will be discussed with specific staff.
Will my managers change? As you may have to resign from some general affairs positions (farm, accounting, etc.), the manager can change. But these are expected to be isolated cases. The directors of the merging institutions – Naujininkai Polyclinic, Lazdynai Polyclinic – already temporarily occupy the positions of directors of these institutions.
Will the reorganization affect my salary? Salaries should not decrease, but individual cases are possible to optimize the finances of the institution and the new job functions offered to employees. This will be discussed with specific staff. It is understandable that an increase in workload could lead to an increase in remuneration.
Who should I contact at the institution for more detailed information or answers to personal questions related to the reorganization? The information will be provided by the heads of the institutions: Vismantas Matulas, head of the Karoliniškės polyclinic, Ernestas Petrulis, head of the Naujoji Vilnia polyclinic.
