Three 16-story buildings
As said in 2018. in the project proposals prepared by the company Architektų biuras G. Natkevičius ir partneriai, 7781 m2. m on the plot at A. Juozapavičiaus ave. In place of the support buildings of 139A, it is planned to build three identical 16-story apartment buildings with underground storage for cars.
Three two-story, six-bedroom apartments are being designed on the first two floors, four apartments will be installed on floors 3-13, three apartments on floors 14-15, and one large apartment on the upper floors. He intends to invest 20 million. euros
Ligita Kavaliauskienė, project manager of the construction management company Contestus, stated in a comment “What is happening in Kaunas” that the constructor of the facility is officially Juozapavičiaus 139A, established half a year ago, after having acquired the project from ABS Development, which started developing it.
The first apartment tower is scheduled to be completed in 2022. According to L. Kavaliauskienė, the further construction process will be carried out taking into account the market situation in Kaunas and throughout Lithuania. The total planned value of the object is about 20 million. euros.
“The residential premises are planned in the object, in total it is planned to install 162 apartments in all the buildings. Its price varies depending on the size, location, floor of the apartment, but the expected average price per square meter is around 2,000 euros. In our opinion, the situation is favorable, because we feel a great interest in this project on the part of the residents of the city ”, said L. Kavaliauskienė after asking if the situation of the residential real estate market in Kaunas is currently adequate to undertake a project of this type. scale.
According to her, ABS Development has experienced the support of the Lower Šančiai community for the project, and the current developer is simply asking questions about the project itself and its progress: “.
Contestus project manager noted that the company implements projects in Lithuania and abroad, builds residential and non-residential facilities. Based on the projects listed on the company’s website, Contestus was likely responsible for the construction of the Depo shopping center in Western Bypass and the construction of the warehouse in Kaunas FEZ, probably the most important construction implemented in Kaunas.

The community does not want an apartment building.
Vita Gelūnienė, president of the Žemieji Šančiai community “What is happening in Kaunas” recalled that she asked the Kaunas Regional Council of Architects (RAT) to consider this project and its suitability.
“The Council decided that the project was not appropriate and recommended that it not be built for various reasons. One of them is that the houses are planned to be built in the coastal protection zone, not to mention that they are undesirable for the local community due to the brutal elevation, which is completely incompatible with the urban and natural environment, “Šančiai said. You can find the full conclusion of Kaunas RAT here.
According to her, on the other side of the Nemunas is the Napoleon hill, in Šančiai there are also vantage points where the urban landscape should not change, for example, from the Aukštieji Šančiai hill, on which the progymnasium KTU Vaižgantas is located.
“Looking at the city from that perspective, the urban image will be completely distorted, the relief will change significantly, the buildings will degrade the quality of life of the local people, they will cause heatstroke (lighting of rooms with direct sunlight -” What’s happening in Kaunas? ” ).
And perhaps the most acute problem in this area is chaotic urban development, where large numbers of residents huddle together in an inadequate street system. This translates into uncontrolled flows of cars, unsolvable parking problems and the suffering of the entire surrounding population. This is an undesirable building in this environment, ”stated V. Gelūnienė.
New developers have taken a more moderate path
Gintautas Natkevičius, head of the architectural part of the apartment building, told journalists of the portal that the question of the suitability of such an object for this place cannot be answered in one sentence, but the history of urban development is ancient and its epilogue It is less monumental than planned.
‘TO. Once a plot of land was formed on Juozapavičius avenue near the Kaunas railway bridge, a detailed plan was made, and according to the scheme of high-rise buildings in the city, there should have been a building 120 m high. height here. It was considered that they could be offices, then moved to residential premises. Next, we carry out all possible impact assessment analyzes, coordinated with cultural heritage, all possible architectural councils.
There were deliberations and, according to city documents (detailed plan, special for high-rise buildings), not our invention, such an object seemed to be approved. There are minutes, statements from the council members – the project was finally evaluated positively. This is the first aspect here, not so much about the architecture as about the scheme developed by the city’s specialists. Neither we nor the developers were blamed for the situation, ”recalls G. Natkevičius.
Unfortunately, according to a well-known architect, when a man designed this skyscraper, he shook in 2008. The crisis and everything stopped for many years. The person did not have the funds, tried to sell the project, died without improvement, and his children sold the plot to other Vilnius developers. Vilnius residents, who did not want major conflicts, reduced the buildings to 16 floors, despite the fact that the scheme provided for buildings of up to 30 floors, and redesigned the detailed plan with the coordination of all possible institutions.
“The developers of sixteen designed floors came to us with all the detailed plan solutions and city approvals, which is what we designed, again, after all the red tape. People sometimes do not fully understand, they think that here it occurred to an architect that Peter quietly drew a terrible building: tall, short, long. It is an urban strategy adopted by competent municipal planners and heritage specialists. We inherited an area where a documented developer offered to build sixteen stories. We are against ”, declared G. Natkevičius the formal fulfillment of the project with the requirements.
He believes that the position of the urban planners is justified
G. Natkevičius admitted that he is not a great specialist in urban planning and does not claim this title, but as an architect he believes that the municipal employees who planned high-rise buildings in Šančiai are right. The architect, who read all the material with public and expert deliberations on where tall buildings are suitable in Kaunas, turned out to be an important argument.
Heads of town planning, there is a need for promotion here, because tall buildings have already appeared in the valley, such as Magnum, the Arka business centers, the Britanikos hotel, the old Pramprojektas tower (now – rebuilt BLC business center – ” What’s going on in Kaunas “) – Soviet buildings that would require tall towers to neutralize.
“They said why, and we are trying to implement it, because there are not many places in Kaunas where it is possible to build tall objects. 16 stories here in Kaunas, and still in the valley, in my head, are normal buildings, not too tall. There is a 12-story apartment building (built in 1975 – “What’s Happening in Kaunas”) on Griunvaldo Street, near the Acropolis; nobody sees it. It seems to me that by building the entire hill of the house and in the adjacent parcels next to the railway bridge, this neighborhood will be very logical, with some landmarks emerging from the perspective of the city.
Its aesthetics, what we did, was also good, and we responded in a timely manner to the statements of the Chamber of Architects, which were not so categorical. Here as Maria Radio talks: is the building correct or not? Should you contrast or mimic antiquity? There is always a topic of discussion that is difficult both to defend and to deny. It is kind of attractive, but here we do not rely on our own, but on the opinion and laws of the specialists who chose this place for high-rise buildings, ”said G. Natkevičius.
He communicates with the municipality in court.
After drawing the attention of the project developers on the basis of the detailed plan approved by the municipality, which provides for high-rise buildings at the beginning of A. Juozapavičius avenue, V. Gelūnienė noted that in 2019. In spring adjustments were requested to the detailed plan. The legal proceedings are still ongoing, as the municipality did not include a meeting in the meeting where the modifications to the plan were discussed without any explanation.
It is true that the residents requested other corrections, namely the street of the Nemunas embankment. However, we can see from these actions of the municipality that no legal or community expression of the communities affects the municipality of Kaunas at all, because it does not serve the people of this city, but only serves commercial interests, which, by the way, is directly related to the government, “V Gelūnienė.
Until the announcement of the updated street design proposals on March 5. The Žemieji Šančiai community said they knew nothing about the revised plans as there was no communication, although residents noticed earlier in the month how soil was being surveyed on the coast. The representatives of the municipality did not confirm the connection between the works carried out by Geoinžinerija and the reconstruction of the Nemunas embankment street.
V. Gelūnienė summed up this power when he no longer had any relationship with his voters and urged citizens to critically evaluate it in the future.
Will skyscrapers continue to be?
At that time. There, according to the architect’s knowledge, it is allowed to build buildings up to 150 m high. There is a large underground area, where it is possible to build objects up to 50 m high.
“When I look at the old town, there is Rimvydas Palio with his colleagues, designed and designed in 2007. The tower of the Best Western Santaka Hotel was built in Many said the annex was too high, but in the general context I see it as a very landmark. fun: a church appears, then a green hotel building.
You see, how many criticisms BLC Square has received, how much foam is everyone, but looking at it, an urban project on a European level with a square, offices. High level. I want to go to church so that I can be so successful everywhere ”, G. Natkevičius looked positively at the Kaunas urban landscape.
