This means that they are not subject to the laws of the country, only the Universal Declaration of Human Rights, the European Convention on Human Rights and optionally the Constitution of Lithuania, if applicable.

Despite anarchist views, Ž.Užkuraitis submitted an application to the Ministry of Justice in October 2019 to establish a religious community.

Even more so in the Penal Code that even ignorance of the law does not exempt him from responsibility. Letters to the Presidency and the SSD
