Justinas Valenta is the director of the company and one of the three owner shareholders of UAB Trys Projektai and the Hogas Pub bar opened in Kaunas just before the start of the pandemic.

He said the new bar opened on February 21, 2020 and since the first quarantine in Lithuania was announced on March 16, the bar had to close only after it started.

After the situation improved a bit, he explained, work resumed on May 16, but in the fall, when the second quarantine began, the bar closed again. According to the calculations, in total, only 6 months of work were carried out during 2020.

He said the bar was created by three shareholders and rescued the company by lending his personal money during the first wave of the coronavirus and had not taken any loans from banks.

“I think everyone who thinks logically would understand the situation we were in. We just had to close when we started.

The installation of the bar required financial costs, obligations to suppliers, the tenant.

After the announcement of the first quarantine with a shareholder partner, we had to lend our personal money to the company so that we could settle part of the liabilities that could not be agreed ”, said J. Valenta.

However, after the 2021 announcement, the lists of companies affected by COVID-19 were, as they said, surprised: the company was not included in them.

“We thought it was just a bureaucratic error,” Valenta said, saying that he had submitted the application to STI separately and that he had filled out the application himself.

“Upon completing the required form requesting the financial report of the company for the previous year 2020, we received a response that, according to the STI, the indebtedness of the company exceeds the assets of the company,” he said, assuring that that is why the company and they might not be included in the lists of victims, but, in this case, the situation was not taken into account at all and did not enter the specific case and the pandemic that occurred.

The fact that the company is not included in the list of victims means that it cannot receive a deferral of Sodra contributions, and after the first quarantine, according to the employer, those on the list could receive subsidies for the preservation of employment. .

“That is, if we are given this opportunity after this quarantine, we will not be able to get this support,” he said.

Currently, as assured, the company is preparing to submit an application to the Lithuanian Administrative Disputes Commission.

We observed that during the second quarantine, not only the fact of the negative impact of the pandemic and the quarantine is evaluated, but also whether the negative financial impact suffered by the company was such that it represents a risk for the continuity of the company’s business.

If the activities of the company were restricted, but the companies obtain income, their turnover did not decrease, the company was not included in the list of victims of COVID-19.

When a company requests a quote, in addition to the indicators mentioned above, it is automatically checked if the company is not on the list of unreliable taxpayers, if it is insolvent, that is, if the liabilities of the company’s creditors do not exceed its assets ” , He said. commented.

As mentioned, it is also important that in case a company receives a negative response after the request for quotation because it does not meet the prescribed criteria, it is able to reapply to the STI and provide an individual explanation of the situation and the supporting documents showing that originated companies fail.
