As the former head of ULAC, S. Čaplinskas, has previously confirmed to the media, he promises to seek a legal change in the Health Minister’s decision to dismiss. And the parliamentarians who raised the issue of the removal of the former head of ULAC from his post in the Seimas of this legislature also received messages from S. Čaplinskas himself.

In mid-February, Freedom Group issued a report announcing an appeal to the Minister of Health, Arūnas Dulkis, asking the head of the Ministry of Health (SAM) to appoint a new head of ULAC. The group asked the Minister of Health to abide by a previous decision to remove the director of ULAC from his current position for serious breaches of labor discipline and non-compliance with his duties.
The document presented to the Minister of Health stated that ULAC is not capable of effectively solving the problem of the spread of HIV in Lithuania, it does not implement the tasks related to the management of the HIV situation. The Center does not follow the recommendations of international expert organizations and makes their implementation difficult by organizations seeking to improve the situation in the country.
Addressing the head of SAM also received a reaction from S. Čaplinskas. The members of the Freedom Group were contacted by a letter from the former leader of the ULAC inviting him to inform him if any of the representatives of the Freedom Group did not contribute to the appeal to A. Dulkis and have a different opinion or a different assessment of the situation. .
“We sent a letter to the Minister, a letter to the Minister, after which the SNB report was issued. On the same day, my colleagues received a letter saying that it is still possible to inform S. Čaplinskas himself, if someone did not contribute to the request and write a letter ”, explained Morgana Danielė, president of the Commission for the Prevention of Addictions of the Seimas.

According to the MP, the purpose of S. Čaplinskas’ wish to know the names of those who contributed and those who did not contribute to the appeal to the Minister is still unclear.

“Colleague Vytautas Mitalas responded to S. Čaplinskas’ letter that the content of the letter is known, that is the opinion of the entire faction,” said M. Danielė.

“These practices are very strange and suspicious. Interestingly, they are still working: not a single manager, faced with an unpleasant situation, is immediately incapacitated. As far as I know, Sodra has also been contacted about S. Chaplinskas, because such illnesses really raise suspicions.
One would like to believe that the story is over, because in the field of communicable diseases and HIV in particular, changes are needed, solutions are needed and there is a lot of work to be done. We have bad results in the field, so we really need a new and energetic leader, ”explained the parliamentarian.
We recall that the former Minister of Health Aurelijus Veryga was questioned at the beginning of January by the appearance of the head of ULAC, S. Čaplinskas, who assumed incapacity for work, at a remote meeting of the Seimas Health Affairs Committee. Therefore, Veryga formally approached Sodra to assess whether a sick ULAC manager could attend meetings on a regular basis, share interviews, and whether disability for work was being abused to avoid dismissal.
It was decided to dismiss S. Čaplinskas on November 5. ULAC’s fired director has been in office since 1989, when the institution was still called the Lithuanian AIDS Center. The decision to dismiss S. Čaplinskas was taken by former Health Minister A. Veryga, who announced that S. Čaplinskas was fired for non-performance of his duties and “due to more than one violation”. The current Minister Arūnas Dulkys stated that he had no reason to change this decision.
