Another 28 percent, or just over 3,000 doctors, have relatively little remaining on average, more than 20 percent. But around 1,900 doctors are right in the middle of the road.

“The money was calculated in such a way that it had to be enough to reach the agreed wages. But they all had to be given for wages. If some institutions did not give the funds received to the doctors, it is realistic that they will not reach the average in any way. , because everything was counted down to the last penny ”, says L. Labanauskas.

Money in a sock

According to L. Labanauskas, it is already clear that part of the money allocated for medical salaries from the state budget was not used for the intended purposes.

“Some institutions may keep that money in a sock, they are preparing for a difficult hour,” the organization’s head said wryly, uniting Lithuanian doctors.
He says he has no doubt that the situation would change radically if the State Tax Inspectorate shook those institutions.

It is not legally possible to compel a medical institution to allocate money for wages; you can use it elsewhere.

“If we were in the civil service, that money would come through the ‘to whom’ line and you could not use it anywhere else. Now we only have one legal act, it is an agreement,” concludes L. Labanauskas.

However, it will not fall out of hand: there will be attempts to recover unpaid money from doctors.

The Medical Union of Physicians names the Panevėžys Republican Hospital as one of the most diligent institutions dealing with wages. According to L. Labanauskas, she plans to pay 3,401 euros to doctors and 1,654 euros to nurses before taxes.

Looking for balance

According to SAM, in Panevėžys Supportive Treatment and Nursing Hospital from 2019. September to 2020 In February, the average salary of doctors before taxes was 3,189 euros and that of nurses was 1,501 euros.

The director of the Violeta Grigienė hospital agrees that the salaries of the institution’s doctors under her administration have not yet reached the agreed average. According to the director, it could not have been otherwise, especially when working in quarantine conditions, on a reduced scale.
According to V. Grigienė, the half-year financial results should show how much the institution will be able to increase wages.

“The manager must not only mechanically enforce union agreements with employers, but also ensure profitability of the operations of the entire institution,” stressed the director.
According to her, all public institutions work according to the principle of economic accounting. In other words, you must maintain a positive balance between income and expenses.

For example, this year the Panevėžys Supportive Treatment and Nursing Hospital salary fund represents 70 percent of the income received. For polyclinics, this percentage is higher: it can reach 80 to 85 percent. Therefore, if the institution decided to allocate more funds to wages, the institution would soon face financial difficulties.

“We have to find a balance and take into account the total amount of money earned, and it depends mainly on the amount of services provided,” explains V. Grigienė.

Between the hammer and the anvil

According to V. Grigienė, many medical institutions will face significant challenges due to quarantine. You are considering that it will be more difficult for outpatient clinics as a result, as they receive funds not only for each patient admitted but also for good results. Now the details of the activity have changed, therefore the funds received will be smaller. According to V. Grigienė, the institutions that have treated patients with COVID-19 are probably not very happy either. Important supplements for this were received, but there was a sharp decrease in scheduled services.

According to V. Grigienė, managers feel they are between a hammer and an anvil.

“I am a little surprised by the attitude of our politicians: increase the wages of their employees. It is possible to increase wages for the last money, but what happens next? Will the institution close, will it go bankrupt?” – my director.

Increments and non-medical

Panevėžys city ambulance station nurses’ salaries are already above average: € 1403 before tax. And the doctors still lack ambition. In February, they earned an average of 2,572 euros. According to the station director, Rūta Ramoškienė, wages have increased again since April.

“We increased wages for everyone by about the same percentage. I don’t want there to be a big gap between nurses and doctors. After all, the nature of the job is very similar,” said the director.

The ambulance is a specific area, so financing is a little different. Here, payment is not made for the services provided, but according to the statistical population. Furthermore, the institution receives specific funds for salaries and cannot spend them on anyone else.

However, according to R. Ramoškienė, half are paramedics and the other half are not. The amount received for medical wages must be shared with other employees.

“Assign an amount for medical wages, but drivers and paramedics are never included,” the director sees the problem.
