This is likely to happen if the Vilnius City Council adopts a new description of the procedure for renting stadiums, gyms and other premises run by educational institutions next week.
The project includes the use of a centralized electronic room rental system and the separation of business hours from non-formal education hours.
When demand exceeds supply, tenants would be classified according to a complex formula that includes geographic, mass, and social criteria.
However, budget sports schools would not have to worry about this: their students would travel in a row.
According to the draft procedure description, the parks and salons will continue to be provided to municipal institutions free of charge, through a loan.
Not only that, there will be no need to participate in the competition if there are more people who want to train at one or another base. The description states that budget schools will be the first to be able to reserve the desired items in order of priority.
Institutions maintained by citizens in the chosen gym or stadium are also guaranteed at least 14 hours per week, while for the rest, 10 hours.
Although, according to data from the Association for Informal Education of Children and Young People, the ratio between the children who attend the budget and the private sports schools in Vilnius is the opposite: the institutions administered by the municipality have three times fewer students.
It would be the same if the municipality opened its own pizzeria or taxi company, since it was already in Vilnius. I think the time has come to abandon this Soviet legacy.

Scared that next fall their offspring, along with their coach, would be kicked out of their usual place of exercise, the parents of SKM students wrote to Vilnius Council members to stop the new order.
Within weeks, the electronic petition in discriminatory terms received nearly 1,000 signatures. This is the largest number since 2012, when said request platform appeared on the Vilnius municipality portal.
However, supporters from the opposite camp did not take advantage either.
The description of the leasing procedure was considered by the Vilnius Council on May 27. Before and after the meeting, requests to approve the project presented by Deputy Director for Administration Adam Bužinskas began to flow.
In less than an hour, at least six letters praising the proposed order fell into council members’ mailboxes.
Interestingly, some of the support organizations do not rent sports facilities on their own and do not participate in non-formal education activities.
The Vilnius Volleyball Center, the Vilnius Handball Center, the Handball Coaches Association and the Feniksas Sports Club are united by the fact that their leaders work as coaches at the Tauras budget sports school in the capital.

The initiators of the project ensure that the approval of the new leasing procedure will make the sports facilities of general education schools more accessible.

Its director, Vytenis Tupčiauskas, is associated with another colleague from the R. Šimašius faction on the Vilnius Council, a former basketball player and ERM student, Linas Kvedaravičius.
When the latter held the position of Deputy Minister and supervised the field of sports during the last term, V. Tupčiauskas coordinated his work at ERM with the position of manager of the subsidiary team “Lietuvos ryto-2”. He remains the director of the Vilnius Perlo team that competes in the National Basketball League (NKL).
For current “Rytas”, building a new complex can be interesting, because in the arena of their home, dubbed “Jeep,” the club is just a tenant. The room was seized once for debts, and in 2017 it was bought by the company Saulės kopos, which is related to the Norvelita team shareholder.
A closer union with the ERM could benefit Rytas due to the unbreakable position of this school in the municipality.

However, it does not seem sensible for the Deputy Director of Municipal Administration to fully compare the terms of the lease.
“If the municipality builds a school building, it does not announce a tender to find an operator. The same is true with outpatient clinics. “We were not satisfied with the fact that not all children receive the same municipal support, that educational institutions are divided into budget and private. We wanted a system in which competitive conditions allowed as many children as possible to participate in sport.

The last reorganization of sports schools in Vilnius took place in 2014, and four out of ten institutions survived, including the Vilnius soccer school, which is already being liquidated.
