On January 22, the Lithuanian Court of Appeal annulled the provisional protective measures imposed by the Kaunas Regional Court in November last year and allowed work to continue.
The university director says the institution largely won the dispute, but the project can no longer be implemented.
“Immediately after the contest, the reconstruction work began, which lasted for several days, until the third-place winner appealed the results of the contest and the court (…) suspended the work. What we have now – a demolished bedroom – has started the demolition work, all communication systems – electricity, heating, water supply – have been demolished, everything has been ruined and left behind. And we had to return the money, which was largely unused, to the Ministry by the end of 2020, ”Diana Reklaitienė, rector of the Lithuanian Sports University, told BNS.
According to her, although the litigation in court is not over yet, the reconstruction of the bedroom has already been ruined and it is unclear when and how it will be possible to renovate it again.
“From that story, we have a ruined bedroom that was used before and can no longer be used. To restore its condition only before the start of reconstruction, we need at least 400 thousand. euros and we have no money. The ministry also does not have a fund to allocate funds. At the moment, I really can’t imagine what we’ll do, “said D. Reklaitienė.
Last summer, the university received government funding and decided to repair one of the two dormitories in Kaunas, Perkūno Alley, which had not undergone major repairs.
Almost 1.13 million Euros 1 million were allocated from the COVID-19 crisis aid fund, and the university was to use the money by the end of 2020. Before the start of the courts, works were carried out for 142 thousand. EUR, the remaining 986 thousand. to be returned to the budget.
The university announced a contest for the reconstruction of the dormitory in September last year, the winner was chosen at the end of October, and according to the contract, the work was to be ready by the end of December.
The results of the tender were appealed to the court by the construction company Brosta, which ranked third. Its winner was the Daistatus company.
In mid-January, the Kaunas Regional Court rejected Brosta’s claims, but ordered the Lithuanian Sports University to pay 10,000 LTL. a fine of EUR.
The four-story dormitory housed 272 students.
