The Minister of National Defense Arvydas Anušauskas, who observed the start of the compilation of the lists, was pleased that the compilation of the new draft lists symbolically coincided with the 30th anniversary of the events of January 13.

“I think it is very good that this symbolically coincides with the 30th anniversary of the events in January, when 30 years ago the volunteers also rose to defend their emerging status,” A. Anušauskas told reporters on Thursday.

“Most of the recruits are volunteers <...> The decision of young people to be volunteers, to be on the list of recruits, not to shirk their constitutional duty is very important ”, added the Minister.

The first recruits will take office at the beginning of March of this year and the last at the end of November.

Arūnas Balčiūnas, Director of the Recruitment and Staffing Service of the Lithuanian Armed Forces, stated that this year 38,177 young people are included in the draft lists, compared to last year, the list is slightly smaller.

“There was no influence to bring one person or another to the top or bottom of the list, everything was done with a computer program, there is no human influence,” A. Balčiūnas told reporters on Thursday.

According to A. Balčiūnas, last year 54 percent. the recruits were volunteers, only 52 young people were compulsorily summoned.

The head of the service assured that every year more girls are interested in serving in the army.

“The girls don’t exercise, they are very interested in the army. Since 2015, the number of girls has increased every year,” A. Balčiūnas told reporters.

The Minister of National Defense assured that the recruits would be vaccinated against Covid-19 to guarantee their safety. True, the minister acknowledges that recruits on vaccination priority are not yet high on the line.

However, we know that both the vaccination situation and the pandemic situation in Lithuania may change, and perhaps the order will change. All the more so. because the first recruits will be invited in the second half of March. We hope that the situation in this place may change, “said A. Anušauskas.

It is true that A. Anušauskas is still in no rush to talk about the possibility of a general convocation in Lithuania. It emphasizes that the necessary resources have not yet been obtained.

“There are two preconditions for universal vocation. First, of course, the modification of the law. The second premise is to allocate more resources.

If the demographic situation in Lithuania does not change radically, sooner or later, of course, we will be able to reach the state that all people will be evaluated for their fitness for military service. Now all young people between 18 and 23 years old, male, are evaluated if they meet certain requirements, “said the minister.

He adds that the Ministry of National Defense intends to launch several large logistics projects: the construction of military campuses.

“It just came to our knowledge then. But now, I would say, it is not talked about,” said A. Anušauskas.

Recruits are in poor health

At that time, A. Balčiūnas pointed out that the health of recruits is a sensitive issue every year. Trends in recent years show that the health of volunteers is much higher than that of recruits.

“Unfortunately, health adequacy remains one of the essential elements. As a result, that list of citations is also large. If debtors come to the service on a voluntary basis, their suitability is approximately 70% and, from the list, 40 to 45%. Perhaps those who come voluntarily are more athletic, active in life, and those who are on the list are forced to monitor their health because they are on the lists, ”noted A. Balčiūnas.

He predicts that these trends will not change in the next few years, as “the public health problems are known.”

Summoners may also include youth who have voluntarily applied for permanent mandatory initial military service (NPCT) before rosters were compiled, but who continue to benefit from all voluntary incentives, such as choice of location and hours of service, and greater social guarantees. .

High school students are also included in the lists. Once among the recruits, students will have the freedom to decide, either to suspend their studies and complete 9 months of NPPKT, or to choose junior officer training (3 years) and thus complete mandatory initial military service (PPKT), or study and serve in the National Defense Volunteer Force. If none of the above service methods are chosen, recruits will be postponed for recruits, but access to recruits will be extended until they turn 26 (but not more than one year after graduation). After graduation, youth will have the opportunity to enter the convocation lists one time.

Once the lists of conscripts have been drawn up and published, boys and girls between the ages of 18 and 38 who do not have access to them will continue to be able to voluntarily request permanent mandatory initial military service. The priority apps will also be available to those on the call lists. Every effort will be made to accommodate their preferred places of employment and cumulative benefits will be 15% higher for them.

The Seimas renewed the nine-month permanent mandatory initial military service in 2015 in the spring. This was done in light of the changing geopolitical situation and threats to national security.

The reestablishment of conscript service also aims to strengthen and accelerate the filling of military units with soldiers of professional military service, forming a sufficient reserve prepared by the army and ensuring adequate preparation of citizens to defend their status.
