82 members of the Seimas voted in favor of the amendments to the law, 7 against and 28 abstained.

They propose to abandon the different amounts of the salary subsidy and set a single amount so that the employer receives a salary subsidy for those employed who are idle, which cannot be higher than that provided for in the employment contract before the quarantine is announced, compensating 100%. the employee’s calculated salary, but no more than 2 times the monthly minimum wage.

Downtime allowances would continue to be paid one month after the quarantine or emergency is lifted.

Former Social Security and Labor Minister Linas Kukuraitis said the proposed measures are for business.

“The current inactivity mechanism is sufficient, we did not have massive layoffs or a significant drop in the labor market curve. I don’t know why it would be inappropriate to improve the mechanism that works, except that the business that is constantly pressuring politicians is coming one day. If not in this power, in another. In my opinion, this is a business success, a waste of funds and an absolutely unenforceable offer, ”said L. Kukuraitis.

“When it comes to doing business, is such drastic savings appropriate for the losers?” He added.

However, Seimas did not support his proposal or that of Congressman Tom Tomilin that the job search allowance be paid to people who lost their jobs up to 12 months before the declaration of quarantine or emergency.
Mindaugas Lingė, chairman of the Seimas Labor and Social Affairs Commission, stated that the proposed measures are now aimed at those most in need of support.

“In the spring, the principle of universality dominated in all types of support. Both those who suffered and those who did not necessarily become eligible for support. Today, we no longer have the luxury or the moral right to (yes) take care of public finances, especially borrowed money, ”said M. Lingė.

L. Kukuraitis added that “the government will rush to end the quarantine, because the downtime subsidy scheme is too expensive for the country.”
According to the bill, which will still have to be definitively approved by the Seimas, it is proposed to abandon the provision according to which the job search benefit can be granted to people who are entitled to receive the social insurance benefit for unemployment .

According to preliminary calculations by the Ministry of Social Security and Labor, the need to finance the salary subsidies and job search benefits provided for in the bill for 2021 is 230.6 million LTL. euros from the state budget.

It is currently provided that if an employee is under the age of 60, the employer can receive 90 percent for the downtime. of the calculated salary, but not more than 607 euros (before taxes) state subsidy, or 70 percent. of the calculated salary, but not more than 910.5 euros (before taxes).

An employee age 60 or older receives 100 percent. of the calculated salary, but without exceeding the state subsidy amounting to 607 euros or 70%. of the calculated salary, but not more than 910.5 euros.
