As at Easter, policemen who intend to leave their city are encouraged by the police to have documents proving the purpose of the trip, and will use tripods. However, both the police and the authorities themselves cannot specifically answer whether they will be allowed to leave, for example, a rented rural tourism property.
Many questions also arise for migrants who want to return. And the residents of the smaller towns shrug their shoulders that they are going to run out of food, because the closest store is in the neighboring municipality.

Over the next three weekends and during the holidays, the police will set up 250 checkpoints throughout Lithuania.
“Weekend, Christmas, New Year: in addition to the usual police activities, there will be so-called” blockades. “Unfortunately, when entering the municipal center, we will have to have contact with our officials,” says Renatas Požėla, Commissioner General of the Police .
And there will be more officials themselves.
“If 750 crews go to our streets on normal days, 920 crews will go to our streets on these days,” says Interior Minister Agnė Bilotaitė.
This means that if there are generally about a thousand officers patrolling the roads, there will be about fifteen hundred during that period. And not only.
“He agreed with the Ministry of National Defense on the participation of the Military Police and on the participation of the Riflemen’s Union”, says A. Bilotaitė.
True, the minister cannot answer exactly how many soldiers and shooters will come to the rescue. At the same time, it is clear that those who have a home there, go to work, receive medical assistance or due to the death of loved ones will be able to enter another municipality without any problem.
“It would simplify the recommendation to have certain documents, extracts, taking photos on smart devices and submitting verification procedures to officials,” said R. Požėla.
However, yesterday the Government added some additional points: it is allowed to go to the bus station or the airport and “for other objectively justified reasons of urgency.” And that already raises a lot of legitimate questions for people. Will families be able to go to rural tourism farms with massive reserves?
“People are constantly calling homeowners and asking if we can go or not. And we have nothing to say, because, according to the ruling, farms can load, but people cannot enter. The order of the resolution encourages people to commit crimes when they go home, ”says Agnė Vaitkuvienė, director of the Rural Tourism Association.
Neither the Minister of the Interior nor the Commissioner General have a clear answer.
“The specific situations will be evaluated on the spot by the police officers, who will take into account various objective situations,” says A. Bilotaitė.
The prime minister, urged by journalists, explains it.
“Our call and request for quarantine rules is not to go,” says Prime Minister Ingrida Šimonytė.
Migrants ask questions: will citizens who have returned to their country of origin but are not registered here be able to return with their parents? The answers are different again.
“According to the criteria of reasonableness, we will probably miss that person,” said R. Požėla.
“There is no exception, because the parents’ family and the children’s family are two separate families,” says I. Šimonytė.
Šimonytė urges people to follow the rule: don’t go anywhere you don’t need to so that the virus doesn’t have a chance to spread. There will be no checks during normal business days during this period, but the police will work with a greater force. Officials will not stop traffic, but will also ask for evidence if people drive to another city for a serious reason, if necessary.
It is said that so-called “tripods” are also used: the speeding driver will receive not only a fine, but perhaps the question of the purpose for which he went to another city. At that time, the people who lived on the border of the municipalities were alarmed. All the residents of Sutkūnai, near Šiauliai, constantly cross the monument. And, on the last day before the bans, they still wonder what to do:
“It just came to our knowledge then. – You won’t be able to come with your cousin anymore. I still have to go to the household goods.”
Others are more concerned with non-household items. The need to buy food, according to the instructions of the Government, is not an important reason to cross the border of another municipality:
“We won’t eat. Not around. Only Šiauliai is closer.”
“The mayor of the Šiauliai district municipality will be able to bring us products if he does not solve the problem.”
“Everyone who works here in Šiauliai no longer needs a work certificate as proof that you are an employee. You are driving, the police stop, ask you where you are driving and how you will prove it. How do you explain it? Perhaps the employer Will you have to issue a certificate? ”says Darius Narvilas, president of the Sutkūnai community.
“It increases stress in society, I think, like this.”
So it seems that everything will be determined by the good will of the police. The Commissioner General ensures that officials will only impose fines in cases of malicious behavior by drivers. And admit that not all roads will be blocked.
“I think most people tend to follow the rules. This is an opportunity for everyone to think if it is necessary to go where it is not necessary to go, because the situation is really serious ”, says I. Šimonytė.
It is true that the former prime minister is skeptical of the government’s plan. It is said that when the police take to the streets en masse, crime can increase elsewhere.
“It just came to our attention then. If you pay more attention somewhere, there will be a lack of strength in other positions, “said Seimas member Saulius Skvernelis.
“With these measures, we will make the holidays as safe as possible. Our officials will definitely have enough to respond to residents’ reports, ”says R. Požėla.
Skvernelis himself, who introduced the same restrictions during Easter, highlights the price:
“It just came to our attention then. When you had to do the Easter weekend, it cost human resources, the main asset being people. And financially. You can try to do such a mechanism during the weekend. But not for three weeks “.
Over the Easter weekend, highway checkpoints and additional officer work cost more than 700,000. euros. This time, the measures could decouple a million euros more, but rulers and scientists say that this time it is more important to count people’s lives than costs.
