The Ministry of Health (SAM) recalls that in order to guarantee that the financing of the institutions, regardless of the amount of services they provide to patients, is not reduced, payment is guaranteed during quarantine under the so-called twelfth rule, that is, and . when the institutions receive the monthly planned amount, as foreseen in the contracts with the territorial funds of illness.

According to the Minister of Health, Aurelijus Veryga, head of state operations at the state emergency level, the situation that only a part of the institutions prepared and resumed the provision of services in a month is worrying. This should not be the case, and one of the reasons for this is likely to be the current funding model.

“The current situation, where institutions receive stability by receiving a twelfth funding and therefore are in no rush to update services, is really flawed. After all, we are talking about the health and expectations of patients. Scheduled services have been suspended for a month and a half and this is a really long period of time, so service provision should not be suspended any longer. We all understand that we still have to live with the virus, and we must be prepared to that in all areas, and in particular in medical care. So now we are actively considering, debating, evaluating possible options, which institutional financing model would be the most appropriate in this case, “says Minister A. Veryga.

According to him, the new model is likely to be an intermediate option between the twelfth and the pre-quarantine model, where financing for the provision of services is provided, in accordance with the agreements established in the contracts with the territorial insurance funds of Health.

A month later, when Lithuanian medical institutions were allowed to open their doors again, alleviating quarantine conditions, about 53 percent. outpatient clinics and about 56 percent. Hospitals have submitted service renewal plans to the National Center for Public Health (NVSC) and are operating and receiving patients. The most active counties in Šiauliai, Telšiai, Panevėžys and Tauragė renewed half and more of all outpatient, inpatient and dental services.

The Ministry of Health (SAM) recalls that during the quarantine period, each treatment facility decides for itself when and what services will be resumed, how they will be provided to patients, remotely or live, and how flows will be managed. of patients. Each of them must organize their work according to a renewal and service provision plan prepared and agreed with the NVSC to ensure proper infection control, patient and physician safety.
