The man is not just a box of medicines
The appointed minister emphasized the holistic approach of the person so that the impact on a healthy human life is made not only through direct institutions, but also in other areas of employment.
“We need to finally understand that a person is not a box where only medicine can be put, that a person is a personality and needs much more,” said A. Dulkys.
He stressed that it is important to choose not the cheapest treatment, but the one that is effective to “use” expensive medical equipment, which is not lacking in Lithuania.
The future minister also pointed out that payment for services should be more linked not only to quantitative indicators but also qualitative ones.
After presenting the main orientations of the long-term perspective in the health system, A. Dulkys added that more concrete plans for the implementation of measures will be presented, and the hottest days are waiting for the management of COVID-19, which will also have a separate plan.
Reduce paperwork for doctors
A. Dulkys also commented on the desire expressed several times in public to reduce the burden of bureaucracy for physicians.
“I heard from doctors that there is a lot of manual work, unnecessary rewriting, when printing from one system and then filling in another system, there are references between institutions. I see the point in “catching” a lot of those places and helping that person, the doctor, so that he can spend more time with the one sitting across from him and asking for help.
Maybe I’m not fully informed, maybe I’m trying to do it, but maybe I haven’t found out yet. But I know that in other countries there is a special indicator that measures what percentage of time a doctor spends with a person, a patient and what part of it is occupied by another job, “he noted.
Salary decisions are still pending
Speaking of the expectations of doctors, the appointed minister also highlighted the problems faced by nurses. Not only do they have heavier workloads than expected, but there is a general lack of these specialists, as well as others, who can help “relax” the doctor so that they can spend more time with the patient.
In their view, there should be a clearer structure of the age of available doctors, how many will be retiring in the near future and, similarly, more attention should be paid to the training of doctors.
However, so far A. Dulkys has been unable to say anything more specific about the planned salary increase.
“I don’t really have a figure to pay today, so I couldn’t justify it. I can only say that it is about the next few days. But the intention is to implement what is promised to the medical community, and not only implement it, but also look to the future. ”He said at the committee meeting.

When asked to comment on potential drug policy changes, A. Dulkys stated that the goal would be for doctors to open their hands to prescribe the most appropriate drug for the patient.
“In my opinion, maybe the change in drug prices should be slowed down a bit. I know that in his time he changed once, now there are four. I would tend to do that twice and discuss it more.

Veryga: Such plans are intimidating.
After hearing such plans, Acting Health Minister Aurelijus Veryga said he was a bit scared.

But I was a little scared by his speech, both on the price list and on other things, because Those changes would mean that, in a sense, it would succumb to pressure from pharmaceutical manufacturers.

For his part, A. Dulkys agreed that he was not fully immersed in the price list, but above all he was reacting to the reactions of patients and doctors, outrage at the current order.
“But if we compare how much people spend on medicines in other countries, our figures speak for the benefit of non-Lithuanians. And the figures also seem to show a large excess of medication. We will deepen it,” he said.

Asked about the possibilities of financing recreational treatments, treatments in sanatoriums for prevention so that people do not get sick, A. Dulkys assured that all the measures are justified by the objective pursued.
“I cannot comment directly on this issue. But if we see that those measures serve to improve the rate of healthy living, then all measures, regardless of the ministry to which they belong, should be analyzed.
