Consequently, the argument that a highly qualified attorney is necessary is null and void. I took a special look at who the ministers were before and also compared him to the current candidate. It seems to me that she is above all previous ministers in this field, whether they are representatives of the Social Democratic Party or other ruling parties ”, explained V. Sinkevičius.

“It just came to our attention then. The great advantage is that you are not linked to different layers of lawyers, not lawyers, notaries or other groups of lawyers. In other words, you are free in your thinking, you can see the problems from the sidelines and it is not affected by influence.

Each of the groups I speak of, whether they are lawyers, notaries or business law consultants, or other groups, have their own interests and do not always coincide with the public. Therefore, when a person comes who is not related to those interest groups, it is a good thing and that person should be supported ”.

V. Sinkevičius is convinced that now there are many cases of artificial harassment or the search for very small deficiencies.

“It just came to our knowledge then. From what I see in public space, how it is debated, what knowledge is displayed, I really see a young and educated person who would be in a position to fill that position. It’s just artificial confusion.”

See no obstacles to run

Vytautas Mizaras, professor of law at Vilnius University (VU), also supported the thoughts of V. Sinkevičius. He said that the candidate has a university degree in law, so there are no obstacles in this formal sense to run for the post of Minister of Justice.

“The fact that I do not have a master’s degree, in my opinion, is not an automatic reason not to apply. It seems to me that education in general is certainly an important criterion, but the availability of this particular candidate, be it a bachelor’s degree. in law, a law degree or a master’s degree, as well as his legal work experience, leaves me in no doubt. There are no requirements to have a scientific degree to occupy a ministerial position. It is important to have a university degree. “

He also emphasized the need to look at the set of criteria and focus not only on the issue of education, but also on the candidate’s visions, ideas, suggestions and understanding of what he or she would like and could do in the Government and in the area that supervises.

“It is important what reforms and what challenges arise from the proposing parties. When I look at all the criteria when evaluating specific candidates, I understand the proposal of a coalition partner for this candidacy, as he has professional training and some professional work experience (Evelina Dobrovolska – “Delfi”), especially in the field of protection of human rights. It is very important for the specific program of the Freedom Party, “said V. Mizaras.

According to the professor, it would be strange if a candidate were proposed whose provisions were contrary to the program of this party.

“So when we evaluate a candidate, we have to understand that it is a certain political position and the minister’s task is to try to implement the provisions of the proposing party’s program.” These general criteria allow me to positively evaluate that candidate’s proposal. “

He also set the example that in Austria he also became a lawyer at a very young age, but had never been in public service before.

“So far, this minister is doing very well, although he has not had any political experience before.” Let’s say that candidate E. Dobrovolska has worked in the Vilnius City Council, so she has accumulated that experience ”.

The question of not passing the bar exam is funny

When asked by both experts if it was important to take a legal examination for that position, they firmly answered no. Professor V. Sinkevičius couldn’t have laughed after listening to it either.

“It just came to our attention then. Since when do candidates for certain political positions have to pass the bar exam? So why is there no question about the exam by judges? Or notaries? Why do you have to do the lawyer exam?

If we say that, in general, this position can be filled by a person without any legal training, what is the lawyer’s exam given here? It would be funny if it came up in some law that to become a justice minister, you have to pass the bar exam. “

He said that he understood that perhaps some lawyers would like the position of Minister of Justice not only to have passed the bar examination but also to have a wide legal practice, a wide range of clients, but it should be noted that each layer Lawyers have their own narrower interests.

For Professor V. Mizar, that question about the exam was also not related to the position of the Minister.

“In my opinion they are completely different things and the lawyer exam is taken to be able to practice as a lawyer and to be able to perform all the legal aid actions that a lawyer can perform. This is by no means a causal issue for the job of the Minister of Justice.

These are very different things, and statistically, the law test does not pass many people. That test is not easy, but my main argument is that it doesn’t really matter under the leadership of the Ministry of Justice. “
