Following the introduction of local quarantine, the Ministry of Justice called on all civil registry offices in the country to take steps to ensure the safest possible provision of services.
In municipalities where local quarantine has been announced, it is proposed to limit the number of participants in the marriage registration ceremony (excluding the employee of the civil registry office) to 5 people, as during the previous quarantine.
“As of October 28, we admit up to 5 youth persons to the marriage ceremony, that is: youth, witnesses, an interpreter or photographer as needed, or someone from the parents. According to the interlocutor, the current restrictions are analogous to those that existed in spring when the quarantine was announced throughout the country. The ceremony itself is not prohibited, it is carried out and according to J.Kuzmien takes, it is carried out as always with solemnity, only the number of guests who can participate is limited.
All celebration participants must wear a protective mask, youth, witnesses, and department personnel must keep a safe distance from each other.
According to the spokesman for the Press Service of the Ministry of Health, the same instructions regarding the number of participants: up to five people on the young side, face protection and maintaining a safe distance are valid for getting married in the church.
Requests and date changes: remotely
The Ministry of Justice recommends that institutions make greater use of remote services – to provide information and consultations to the population by email or telephone, or through the Metrology Services Information System and other methods established by law, if this is possible according to the nature of the service.
According to J. Kuzmienė, head of the Vilnius City Civil Registry Department, all information, inquiries are provided only remotely, the department is not physically working.
Applications for marriage registration can also be submitted only remotely through the MEPIS Civil Registry Electronic Services Information System.
If, for any reason, the couple wants to change the date and time of their wedding, according to J. Kuzmienė, they must do so at least one day before the ceremony.
“We should be informed in writing – email. Write a request in the mail that you want to postpone the date and time of the ceremony, and we will postpone it without any problem,” said the interlocutor.
Marriage ceremonies that go away during quarantine are no longer performed.
During the local quarantine period, the staff of the Department of Vital Records no longer perform marriage ceremonies at the newlyweds’ preferred locations.
“This is the decision of the Ministry of Justice that the marriage ceremonies that go through quarantine no longer take place. Young people are offered to marry in the Civil Registry or, if they still want the departure ceremony, they have the opportunity to postpone it when everything is allowed again, ”explained J. Kuzmienė.
The couple’s wedding is not over yet
When asked what the situation is regarding marriage ceremonies, compared to the fall of last year, when the coronavirus had not yet spread, J. Kuzmienė said that nothing had changed so far.
“As the quarantine was just announced, that number is not really decreasing. Now, since autumn and before afternoon, the weekend is planned for about 20 marriages a day. There has always been a similar number during this period,” he said the head of the Vilnius Civil Registry Department.
J.Kuzmienė mentioned that she had not yet received the massive postponement of the wedding date, which she had found in the spring:
“So far, the young people are coming and planning to get married. And in the spring, everyone was quick to procrastinate and, as I can see, in July, when the restrictions were lifted, we swallowed the figure from July last year: there were around of 300 marriages. So we cannot say that this year the marriages have been reduced due to quarantine, because they have not been reduced. It was only postponed and the couple married later. “

What are the exceptions to self-isolation?
According to J.Sprainaitienė, people who isolate themselves due to a trip to foreign countries or who have had contact with a patient with COVID-19 can visit the arsenal only in exceptional cases, after the death of a particularly close person and without feeling any symptoms of the disease.
“An isolated person must come in their own transport and coordinate this arrival with the specialists of the National Center of Public Health and the staff of the funeral home.

People who are in self-isolation can only visit the armory after the death of a particularly close person and without feeling any symptoms of the disease.

However, according to J. Sprainaitienė, when a person who has died from a coronavirus is buried, the recommendations of the Ministry of Health must be followed and the remains must be cremated or armored in a closed coffin.
“It should be mentioned that it is not recommended that those who have died from COVID-19 undergo an autopsy or embalming, and during these procedures, it is necessary to wear special protective equipment,” said J. Sprainaitienė.
Protective masks and a safe distance are required when melting the deceased in the cemetery.
