15 minutes received an unpublished draft of the description of the procedure for the organization and payment of the Outpatient Diagnosis Service of COVID-19 Disease approved by order of the Minister of Health with funds from the Mandatory Health Insurance Fund, which should come into effect in November. The date does not seem to have been decided yet, but there seems to be no doubt about the basic principles.
The draft repeals the Ministerial Order, which established the current procedure for testing for coronavirus when smears are taken from moving spots after registration on the hotline.
This means that after A. Veryga signs a new order, there will simply be no moving points left; personal health care institutions will have to do everything.
More work for family doctors
According to the preliminary document, the collection of smears for the coronavirus could take place within the person’s own healthcare facility or in a temporary building, such as a tent or caravan.
If the institution is unable to provide such a service itself, it will be obliged, under future procedure, to purchase such a service from someone else’s health care institution.
According to the document, the smear examination can be performed at a personal health care institution licensed to provide laboratory diagnostic services. The institution may examine the smear itself or contract with another personal healthcare facility.
“The opening hours of the swab collection site should be adapted to the flow of applicants,” the document says.
Defines the procedure for patients to request an exam.
The patient will first have to consult a GP, who will have to fill out a special referral form in eHealth after evaluating the disease. The GP will also need to familiarize the patient with the self-isolation procedure and obtain their consent for self-isolation.
Patients must register for the study according to the procedure established by the head of the medical institution.
The document stipulates that if the place where the swabs are taken is outside or inside the establishment, the entrance to it must be separated.
Those taking the smears will work in teams: one team will consist of two people: one will take the smear and the other will fill out the test order form.
The procedure stipulates that the family doctor or a member of his team will inform the patient about the response of the examination. It will also indicate the next steps.
