Parking in Panevėžys was paid for overnight: residents were reluctant to open their wallets

In Panevėžys, Statybininkų Street, 46, 48 and almost five other apartment buildings, residents spent many years parking their cars in a large paved parking lot next to the house. And one day he found a fence, video cameras, and rental. Then it turned out that this area is private and the owner is unwilling to continue participating in charity work. Now another driver is using the service he offers: paying the rent and parking the cars in a fenced and monitored parking lot. Yet many are spinning their wheels in search of free parking.

“There are more cars, some families don’t have one. Naturally, it is very difficult to find a place to park a car in those places at night. I work shifts when I come back late at night, that old basketball court was the only way out, ”says Rasa, a resident of one of the apartment buildings on Statybininkų Street.

Near Rado

One day, Rasa, who was looking for a place for a car, saw a fenced-in fence in a large paved parking lot. The workers of this construction explained that a new paid parking lot was being installed.

“Those men told me that this is private property, if I want to park a car here it will cost me 20 euros a month. Subsequently, when the site is tidy and video surveillance cameras are installed, the fee will increase to 30 euros. Other drivers found warnings written on the car windows, ”Rasa said.

Panevėžys is surprised who could have given permission to privatize the much-needed territory for the public: in his apartment building alone, 100 apartments, and in the courtyard there are only 8 parking spaces.

“It’s strange that a private plot appears in the middle of a block of flats. Once upon a time, residents had the idea of ​​building underground garages on that site, but no one allowed it because there was a place for children to play. And how do you get permits now? ”Rasa is outraged.

Saw a business niche

Paid parking in the area surrounded by apartment buildings occupies a third of the large plot.

“I would like to emphasize that the fenced area is not a playground, the residents don’t understand it. A basketball court at the other end, where people are now parking cars and my land is for transportation, cars are allowed here.” said the owner of the paid parking lot.

He claimed to have bought the asphalt plot three or four weeks ago and immediately began planning a business with an empty niche in Panevėžys: a parking lot.

On the 19-acre private estate, according to the businessman, the parking lots will be rented under contract.

“This plot has been private for a long time, but the previous owner did nothing about it. People are used to using the empty space for 40 years, and one morning it was blocked and now they are angry,” explains the owner of the site .

According to him, the advertisement about the parcel for sale on Statybininkų street has been circulating for almost two years.

“I am not going to determine from where and in what way the previous owner received this parcel. I bought it from a private person ”, says the owner of the site.

According to him, some residents are already using the rental service and are happy that they no longer have to bother with crowded yards to find a place for a car.

I knew it was private

Statybininkų st. Birutė Stulginskienė, president of the 46 House Association, confirms that she has known for a long time about the privatized plot of land surrounded by apartment buildings. Many years ago, he said, local community leaders were warned that the owner of an asphalt site might one day claim the right to their property.

“I did not speak to that owner, but like other neighbors, I found a notice on the staircase about the prohibition of free parking on part of the site. Residents of at least seven surrounding houses used to leave their cars here, ”said B. Stulginskienė.

The community of this apartment building has long coordinated the installation of new parking spaces in the courtyards with neighboring houses. Residents would even agree to sacrifice green space for this.

“We have several plans and options for a green lawn near our house where we could install parking spaces. But it is very difficult for the community to raise funds for such things, people are very reluctant to pay extra money for better living conditions ”, admits the president.

Earlier this year, the Statybininkų Street 46th House community could request a 28-seater site along its lawn. The hired architect found suitable areas for such infrastructure, the electricity supply company also gave permission, but the additional work was based on financing.

“We have calculated that in a preliminary way an apartment should be paid 700 euros for the installation of the site. Until now, only the others agree with such amount. It is scary to continue with the idea, and then there will be no one to pay for it”, says B. Stulginskienė.

Every second – after the car

It has also been confirmed by the Municipality that the parcel surrounded by an apartment building at 42A Statybininkų Street is private and its owner legally installs a paid parking lot at this location.

According to Saulius Glinskis, head of the department of territorial planning and architecture, it was long ago returned to the owner under the right of ownership of the land that he once owned there. However, the new administrator of the plot has not yet requested permission from the Municipality to install a parking lot.
According to Dalius Vadluga, the head of the city’s infrastructure department, the remaining vacant part of the large area next to the private plot is state-owned and can be adapted to align cars, if only residents agree to contribute financially.

“There is a plaza with about 100 seats in the state territory next to this private plot. The associations of home builders on the street, if the neighbors agree to contribute 30 percent, they can ask the Municipality for an increase in the existing parking lot ”, explains D. Vadluga.
