“The Seimas of the Republic of Lithuania,
emphasizing that Lithuania has a deep soccer tradition. Soccer was played in Lithuania more than a hundred years ago. The Lithuanian Football Federation (LFF), which was established to develop and promote football in Lithuania, declares its concern for every member of the football community, ensuring access to football for all who want to represent Lithuania and improve the image of your country in Europe and the world, but in recent years. intervention in the management of this federation;
Noting that the Lithuanian Football Federation is an autonomous organization and should address its own internal problems, but that in recent years there has been a constant struggle between people associated with certain criminal groups and those associated with other criminal groups in the elections of the organization, and The involvement of these individuals in the management of the organization creates a threat to the transparent, open and democratic management of this organization and raises reasonable concerns about the image of the country both in Lithuania and in the international football community. The Lithuanian Football Federation also forms a culture of children and youth football, but the participation of people of doubtful reputation in this educational process represents a threat to elements of the value system of children and young people;
recalling that the biggest transparency problems in the LFF derive from the influence of the criminal world in football and the management of a closed and non-transparent structure. Decisions made by the LFF that are relevant to football society are not public. The Federation does not publish annual budget estimates and this casts doubt on the purposes for which the funds received were used;
noting that the LFF is a member of the International Football Association (FIFA) and the Union of European Football Associations (UEFA). The statutes of these organizations establish that the association promotes equity, ethics and fair play to prevent any method or practice, such as corruption, doping or manipulation of matches, that may damage the integrity of matches, competitions, players , officers and associations;
