In the absence of a law, the Government cannot stipulate in the Budget Law expenses that are not enshrined in our laws.
Whenever Seimas addresses the Government of the Republic of Lithuania for the first time regarding the conclusion of the submitted bill, the Government will consider that conclusion and submit its proposals to Seimas.
And after the adoption of the law by the Seimas, in any case, regardless of the Government’s conclusion, if such a law is adopted, the Government will be sought and additional amendments will be presented to the Seimas on how to finance these expenses, ”explained S Skvernelis.
Recalling that the President and the Minister of Finance have described a project of this type as unsustainable, he reiterated:
“All decisions are ultimately made by the Seimas of the Republic of Lithuania. The president has the right to veto one or another bill. Government decisions are taken by the Government of the Republic of Lithuania, ie 15 members.
I insist again. When the bill is adopted by the Seimas, where appropriate, the corresponding proposals on financing and the source of financing will be presented. Today there is no such law. The idea has not been abandoned, but the will to pass this bill is in the Seimas ”, said the Prime Minister.
He did not directly respond to what funds would be used to finance such a project. However, he assured that if such a law is passed, the government would find the funds.
