“We have 28 registered users. 19 of them have coronavirus, four have been in contact with patients and five have returned from abroad,” said Laura Matjošaitytė, president of the CEC.
According to her, the low turnout of isolated voters may be due to several reasons.
“The reasons may be several; you may not want to reveal that you are isolated. (…) It is no secret that society values people who are in self-isolation in various ways and sometimes it seems that it is wrong to maintain a great distance from that person, ”said the CEC president.
“Others may decide to vote or not vote at all. Generally, we do not have 100 percent voter turnout in elections. You can search for any reason,” explained L. Matjošaitytė.
As CEC member Gitana Matiekuvienė said on the SNB on Saturday, the extremely low number of people registered to vote could be due to lack of information.
“First of all, there is probably a lack of information for people that no one will come to them to vote, that they need to register. I also think maybe someone expects the self-isolation to end on Sunday, ”he said.
When asked if he did not see the responsibility of the Central Election Commission due to lack of information, G. Matiekuvienė stated that the commission “could have done more by informing the people.”
“I think there is just a lack of emphasis on people in isolation having to make a request that they want to vote for self-isolation. I think this moment needs to be emphasized, ”said the CEC member.
However, the CEC president disagrees with the lack of information about the isolated vote.
“I think there was really enough information from the Central Electoral Commission, there was really enough information in the media, there was also that information in the media of the municipalities that became certain focuses,” he said.
According to L. Matjošaitytė, information about the elections is provided in various reports, social media accounts, CEC, municipal websites.

According to the president of the CEC, the activity of people in isolation is expected to increase next week when early voting begins.
On Saturday, the Central Election Commission urged those in isolation to register to vote at home by filling out a special form, writing an email or making a phone call.
According to the CCA, if people in self-isolation do not have the opportunity to print the application form at home, it is sufficient for them to write an email to the specified address.
The letter must indicate the name, surname, declared place of residence, the reason for self-isolation. The person must also confirm that they agree to the CEC and the National Center for Public Health processing personal data for the purpose of compiling voter lists.
If a voter in self-isolation does not have access to the Internet, a request to vote at home can be made by calling the short number 1855.
Upon receipt of the completed forms or emails, the CEC will contact the NVSC to verify the information, which will report whether the requesting voter has been diagnosed with COVID-19, is suspected of being ill, has been in contact with the patient, or has returned from abroad.
Depending on these characteristics, the CEC will inform the members of the electoral commissions who vote at home so that they are prepared to use personal protective equipment and can properly and safely carry out the voting process at home with a person in self-isolation.
Voters must submit such applications by October 7 (inclusive) prior to the first round and by October 21 (inclusive) prior to the second ballot.
Voters who do not vote in the constituency in which they are included should submit this form by October 6. (inclusive) before the first round and until October 20. (inclusive) prior to reassessment.
According to the latest NVSC data, there are currently 27,000 people in isolation. 332 people.
