“Šilutė News” wrote about the fact that there is a strong smell in Šilutė, described as manure, slurry, feces, a year ago. But the problem – like the waves of that smell – is going away, this intensification has not gone away and it continues to haunt the townspeople. Furthermore, in recent weeks, at night and in the morning, residents of Šilutė and the surrounding settlements and garden communities also smelled a strong smell of burning.

Following a complaint about the smell of manure in the city, the National Center for Public Health (NVSC), which is responsible for controlling odors, has identified violations of the rules and says it is currently conducting a third phase of investigation. Decisions will be made upon receipt of the laboratory findings.

Therefore, the “investigation stages” last a year, and the residents of Šilutė are still forced to smell …

The smell penetrates the house

The people of Šilutė already know that it is better to close the windows in the evening, because the rich “aroma” of the grout spreads throughout the city. It is felt in many places: in Melioratorių Alley, Knygnešiai Quarter, Liepų, P. Jakšto and Cintjoniškių Streets, Traksėdžiai, Pagryniai.

More than once, the people of Šilutė have complained that in summer and recently in the mornings and nights they smell so much that they cannot breathe fresh air. In houses and apartments, the windows must be closed since annoying odors penetrate inside. It is not pleasant to even enjoy outdoor clothes, because they do not smell fresh in the open air.

A woman commented a few weeks ago that one night it stunk so much that she even woke up with smells and went to close all the windows in the house. And in summer it was hot to sleep with the windows closed.

“They are sneaky, they suck late at night or on weekends. It is not possible to sit outside with the guests in the evenings, asking what it is that stinks you so much here, ”Šilut<2MASCULINE> shared her experiences on Facebook.

Many speculate that the smell of slurry comes from a pig farming complex near Šilutė.

Unable to get angry, Šilutė residents call the general emergency number 112, write complaints to the NVSC and hope that the problem will be resolved.

The third stage of the investigation is underway

We appealed to state authorities about the extremely unpleasant odors in the city. Initially to the Klaipeda Department of Environmental Protection. We have received the response that the NVSC exercises odor control, so we should ask them all the questions.

Due to the smell of grout in Šilutė, we received more than a detailed explanation from Agnė Paičienė, a specialist from the Šilutė NVSC department. It turns out that the third phase of the investigation is already underway. The specialist commented that odor control in the living environment is carried out by NVSC in accordance with the regulations on odor control approved by the Minister of Health of the Republic of Lithuania. The rules govern the procedure for investigating applicants’ odor complaints. The complaint must specify a number of different circumstances: when the odor is felt, when it is most intense, when the applicant proposes to carry out an odor control. And only if the applicant’s complaint contains all the information specified in the rules, the first stage of the investigation begins.

The Šilutė branch of the NVSC assessed the complaint received from the resident “Regarding the smell of manure in the city of Šilutė” as meeting the established requirements and made a decision on its investigation. A commission was formed consisting of representatives from the Klaipėda branch of the Environmental Protection Agency, the Klaipėda board of the Department of Environmental Protection, the Šilutė municipal administration, the Šilutė branch of the State Food and Veterinary Service and the branch of Šilutė of the NVSC. According to Ms Paičienė, the Commission addressed the living environment and place of economic and commercial activity indicated in the applicant’s complaint. That location also cannot be revealed yet because the investigation is still pending.

At this point, we would like to remind you that the story continues and enrages the people of Šilut for almost a year, and for all those who encounter it, that “source of contamination” has probably been clear for a long time. The end is still far away

“During the inspection, the commission found that the odor could be related to the economic and commercial activities mentioned in the applicant’s complaint.

Then the second phase of action began, that is, in accordance with point 10.1 of the Regulation, all the aforementioned competent authorities evaluated whether the premises where the economic and commercial activities are carried out, if they meet the established safety and purpose requirements , if there are technological failures if the conditions for the performance of the activities specified in the license of the institution that issued the economic and commercial activity are met, if the norms and standards of environmental protection established for said objects and activities are met ”, read in the answer.

Finally, the verdict: “The competent authorities did not identify the alleged infractions” …

“If no violations are detected, the Šilutė branch of NVSC, in accordance with Subparagraph 12.1 of the Rules, has already started to carry out the third stage of odor control. In this odor control stage, a “Sampling plan for the odor concentration / emission indicator is being prepared and delivered to the National Public Health Laboratory. The Šilutė branch of NVSC, after having received the results of the odor emission indicators from the pollution sources in the laboratory or the results obtained by modeling the calculation of the concentration of odors in the air of the living environment, will make decisions ” , says A. Paičienė in his answer.

Tired of such a bureaucratic Soviet response, we finally asked A. Paičienė clearly: when will it finally end? .. Just the end and clean air in Šilutė.

And we learned that within a week, labs will have locations to sample from. Not many of these samples will be taken, but A. Paičienė does not know when that laboratory will arrive in Šilutė. I think maybe in a few weeks …

In a word, we are not expecting a quick end to the history of smell. We only apologize for the results of such a long investigation.

The smell of burning is also felt

Recently, another unpleasant smell has been felt in Šilutė – the smell of burning. It was felt especially in the mornings, and especially strongly on September 15. Many people from Šilutė have confirmed on Facebook that they also feel this smell, that they have a headache. It is true, and this smell was felt in the morning and dissipated during the day. By the way, lately she has become weak and does not feel as strongly.

Many thought that the smell of smoke came from the burning Polesko peat bog in the Kaliningrad region, which is located 50 km south of Šilutė. Others claimed that the stench came from the owner of the largest fireplaces in Šilutė, and a third speculated that someone was burning potato stubble at night, etc.

NVSC specialists commented that they have no information about this odor.

Could it be the smell of burnt peat carried by the wind ?, we asked Rimantas Mačijauskas, head of the Šilutė Fire and Rescue Service.

According to him, so that the smell of burning can spread from the Kaliningrad region, there are stories: the wind will never bring the smell of smoke from so far away. The director of Šilutė PGT believes that the smell of burning in the city can be felt in the chimneys of buildings powered by furnaces.

“When the pressure is low, the smoke compresses and travels along the ground. The pressure is lower and it is in the morning. As a result, that smell is felt, because there are many chimneys in our city ”, commented R. Mačijauskas, who sometimes smells like strong burns in the Knygnešiai neighborhood.
