How 15 minutes R.Norbutaitė-Jurienė said, on July 4, the marriage of her and her husband Martynas was registered with the Šiauliai District Civil Registry Office.
Renata chose a last name of two: hers and her husband’s, and those last names are written with a hyphen.
“A month later, I went to the Migration Service to ask for an identity document. I didn’t even think there was a situation where until I made a new ID, until I removed it, their names would not even be visible in the systems. I didn’t know it was like that, so maybe I would have done everything faster, “said the woman.
The woman requested a new identification card on August 10. As the document was not urgently needed, Renata did not order it urgently, but within the usual timeframe within a month.
“It just came to our knowledge then. My husband and I live in Vilnius, and until I had one, I couldn’t see the results of my blood test when I entered the primary health care center. Because, as he explained to me, something no wayuntil you remove the new identity document.
So when I got it, I immediately tried to check my blood work. But I couldn’t, “Renata said.
The woman applied by phone to her medical institution, the Antakalnis Polyclinic, but here she explained that it would probably be necessary to call the Registry Center.
“They told me at the clinic that there was a question mark in my name instead of a hyphen,” the woman said.
Although the women who worked at the polyclinic reception did not know exactly when the error occurred, it appeared to them that it was an error in the Population database of the Registry Center.
“They told me that the medical institution receives the data from the Registration Center and it is moved to the system automatically. Therefore, it is likely that errors will be searched there, and if there are no errors in the Registry Center, they will be searched by specialists from the IT department of the medical institution, ”said Renata.
The woman then called the Registry Center. According to Renata, the specialist who answered the phone assured that there can be no such nonsense – a dash instead of a question mark – because the system supposedly does not allow such things.
“Then I called the polyclinic again. They checked their databases again, assuring them that the problem is not here. I struggled with the Registry Center for two weeks to at least see if the error was not with them.
I don’t yell at people, but I have to admit it: until I told a person and told them they had a month to go before giving birth, no one reacted. When they caught me, she said she’d take a look and let me know. It was a very unpleasant conversation.
They called me on Tuesday and informed me that the problem is due to a script. As he explained to me, the Šiauliai District Civil Registry Office, when submitting the data, inserted one less dash between my double surnames. Instead of a long script, I wrote a short one, or maybe vice versa, I don’t know. But the fact was that it was not such a script, so when transmitting the data, the system did not understand them, then a question mark appeared in the surname, “said Renata about the absurd situation.
According to Renata, the specialist who answered the phone assured that there could be no such nonsense, a hyphen instead of a question mark.
However, this is not all. The specialists of the Registry Center stated that it is not possible to correct this error, so Renata must go to the Migration Service and request a new identity document, although it is not clear how it is related to correcting the error in the databases.
“Until I have a new identity document, my name is not renewed in all systems. I still don’t understand how the system and the document can be related. I don’t understand much at the moment. I am no longer nervous, especially since I don’t need to get nervous, I’m expecting a baby, and the new document will cost me 31 euros urgently.
After these stories, I can no longer look at the officials calmly. I thought of them much better. I understand that people make mistakes, nobody is sacred. But to get the information, did you need to infest the person? I do not get it. Nobody even apologized for this situation, ”said the woman.
Po to, kai 15 minutes contacted the Šiauliai District Registry Center and Civil Registry Department, specialists promised to solve the problem of R. Norbutaitė-Jurienė’s surname with a question mark.
“Shortly after his call, everyone called and apologized. He solved the problem,” Renata said.
Spokesperson for the Mindaugas Samkus Records Center: The company knows the situation you mentioned. It was formed because when the data were transferred from the Civil Registry Division, they were not duly transferred to the Population Registry. Upon learning of this case, the Civil Registry Division was immediately contacted, which had already made the necessary modifications to the Civil Status Law.
In addition, the specialists from the Registry Center contacted the woman and explained that she did not need to take any additional action, the data in the system would be updated automatically.
To avoid such errors in the future, it is planned to make changes to the software so that the system automatically recognizes the character, whether it is a short or long line. “
Diana Greičė, Head of the Archives and Civil Registry Division of the Šiauliai District Municipal Administration: “We have contacted the female victim you mentioned and clarified the situation. There was a technical error in the registration of the marriage certificate in the database, which is now being corrected.”
