Family doctors turned to Veryga: the cup of patience is already overflowing

September 16 The Lithuanian Union of Health Workers (LSADPS) and the Union of Lithuanian Family Physicians (LŠGPS) appealed to Prime Minister Saulius Skvernelis, Minister of Health Aurelijus Verygas and Minister of Social Security and Labor Linas Kukuraitis to reduce the social and bureaucratic burden of family doctors.

“Recently, the need for social services has increased enormously: completion of disability certificates, disability certificates. The time of admission of the patient does not increase, it only shortens, and the competence of a family doctor is expanded not by improving the quality of work, but by increasing the quantity of services, ”says Aldona Baublytė, president of LSADPS.

Disorder for issuing incapacity for work

The letter states that the certificates of incapacity for work could not be issued directly by the National Center for Public Health due to quarantine, quarantine, self-isolation after contact with COVD-19 or return from abroad.

GPs are also outraged by the myriad of other bureaucratic red tape that patients themselves comment absurdly on. The letter requires that patients should not be required to return to a GP over and over again once they see a specialist, and referrals to specialists should be valid for up to 6 to 12 months.

Ongoing eHealth outages

The quarantine has shown that many problems can be successfully solved remotely, but unions see that much remains to be done here. Not to mention the E-HEALTH portal, which works very poorly (often and does not work at all at noon) and interrupts all the work of doctors and nurses, making communication with the patient difficult.

“The system should help health professionals avoid errors when prescribing medicines or nursing products, and not cheat and prolong working time costs,” LSADPS and LŠGPS said in a letter.

Between two mills

The unions point out that new personnel are not admitted to the institutions, although the need is really high. Also, in some institutions the work is not properly organized and the funds received are distributed irresponsibly to purchase earnings and work and protective equipment. The unions are convinced that primary health care must remain a priority when preparing the budget for the Mandatory Health Insurance Fund for next year.

“It is very disappointing that family doctors find themselves between two mills: dissatisfied patients on the one hand and organizational and bureaucratic obstacles on the other. The dissatisfaction of both patients and doctors is really high and it is no longer possible to remain silent, so we call on government representatives to solve the problems, ”says Toma Kundrotė, president of the Union of Doctors of Lithuanian family.

The news portal tv3.lt recalls that he wrote about the fact that family doctors are anxiously awaiting the fall, when feverish patients will come to their offices.

For his part, family physician Valery Morozov explained that there is no evidence that the child has recovered or is sick with COVID-19 that doctors simply cannot issue. Also, the school does not have the right to request a negative COVID-19 test as evidence for the child to be allowed to go or return to school.
