He says that he does not hide anything

G. Girštautas began his story from the fact that there are between 26 and 28 inhabitants of Scheme’s nursing homes with severe psychological problems. According to the director, it all happened that the corridor in the office is currently being repaired, so a group of neighbors had to be temporarily moved to other rooms:

“Up to 4 people with difficulties are allowed in a room. In particular, that resident is very severe, although his behavior is not suddenly aggravated. Basically he is very unpredictable. 1999 the young man was born to us on March 9 of this year.

At first he lived alone. But then he ripped the toilet and flooded the premises. He later scraped the rosettes, and barely left him without power. Once again, it had flooded the place when the radiator was started. He also likes to take off his clothes ”.

The director says he has not worked for some time because he was being treated for a broken leg. And G. Girštautas went back to work more than a week ago. However, he said he did not know anything about the installed insulation.

“At the end of August, I inspected the repair work in progress. The room where the bars were installed is at the end of the hall. I didn’t go to check. It wasn’t easy to walk after a broken leg.

As soon as he approached me during the inspection and told me about the situation, I realized that the biggest nonsense had been done. I told the housekeeper to immediately disassemble that grate, no matter if it was already after work. We don’t hide anything, after all, everything was photographed and filmed. I just reacted immediately when I found out what had been done.

There were rumors that we had dismantled those grids because we were trying to hide something. We don’t hide anything. We just abolished what I think was illogical, ”said the director of Scheme Care Home.

An internal inspection started

Until the relevant authorities find out why the ward was put behind bars in the Schemes, according to the director, they also began their own internal inspection:

“There is also an internal investigation for exceeding powers. We are also investigating part of the farm. We explain the orders of who and who worked, who installed those grids. Understand, people are stressed now, after all, 6 policemen and 5 drivers come every day.

An internal investigation will seek to answer why the installation of grating was requested. But at the moment, both the employee who could have applied and the person who replaced me during the illness are on vacation. When they return, many things should be clear. “

Unfortunately for the situation, the head of the office regretted that if the wall had been bricked up and the door installed, there would have been no problems. But, as G. Girštautas considers, a faster implementation option has been chosen. According to him, an employee is currently on duty in the youth room.

The director will be removed

Eglė Samoškaitė, Public Relations Advisor to the Minister of Social Security and Labor, confirmed that if this situation were clarified, the director of the institution would be removed from his post and an inspection would be carried out.

“We have started an inspection regarding the director, the director will be suspended from his post,” E. Samoškaitė told BNS.

Specialists from the Department of Supervision of Social Services went to the Rokiškis district to collect data and assess the situation in the institution.

According to the representative of the ministry, the situation has become scandalous.

“The situation is really scandalous and intolerable. We understand that taking care of non-aggressive rooms can be difficult and it is a really difficult situation, but installing a grill in the living room does not solve the situation in any way, it is inhumane and reckless”, said E. Samoškaitė.

To the knowledge of the ministry, the locked neighborhood was aggressive, sometimes devastating the environment and endangering others. The police received a report of illegal deprivation of liberty at the Scheme Care Home of the Human Rights Office last Tuesday.

The police representatives of tv3.lt confirmed that a pre-trial investigation for illegal deprivation of liberty was initiated. There is also a custodial sentence for this.

Vytautas Valentinavičius, the head of the Human Rights Office, told tv3.lt that the Seimas ombudsman ordered them to carry out the planned inspection:

“We were given the task of conducting a scheduled inspection at the Scheme Social Assistance Home. These homes are for people with mental disabilities. Lithuania and we pay great attention to the rights of the disabled.

Monday at 5:35 pm we found a man locked behind bars, the bars were locked. We had to get really tired to get to those bars. A 3-room isolator was illegally installed on the premises. It didn’t even have emergency call switches.

If a person is to be immobilized, the measures provided for in the mental health provisions must be applied. There was nothing like it here. One door had no handle.

Once inside, there was a room that could accommodate two people. And the room was still equipped with bars. That third person was locked there. “

V. Valentinavičius added that on Monday night they analyzed the collected material and by Tuesday morning they had already turned to the police for help.

“It just came to our attention then. Deputy Commissioner General of Police Arūnas Paulauskas was informed. The police reacted very abruptly. We contacted the police because we found indications of a crime.

By the time the police officers arrived, those bars had already been dismantled. According to the video recordings, this dismantling took place at 7:30 p.m. Although the bars were dismantled, when the officers arrived, they found the same person lying without clothes, ”said V. Valentinavičius.

According to him, these isolators are not possible in a nursing home: “First of all, it is a special social care institution. All the people here have a mental disability. So the requirement is that all employees know and know how to behave. There are legal means to deal with the wards. “
