Artūras, who lives in the Rožynas district of individual houses in Panevėžys, recently received a letter from the power distribution operator ESO instructing him that he should demolish his fence or install an earth connection from his own pocket. The resident of Panevėžys is outraged that his fence was installed in accordance with all construction requirements.
These letters were also received by more residents of Panevėžys and residents of individual houses.
Still, Artūras is not ready to change the fence. In their eyes, it is another way of being busy. ESO argues that it is your duty to warn about the dangers of hanging cables over a building.
According to Artūras, the mother she is currently supervising received a letter from ESO that the fence around her house no longer meets the new safety standards. These came into effect six years ago. They were instructed to either replace the segmental fence with a wooden one or make a ground connection in mid-December. According to the man, his fence was built in 1976, but was changed to a new one a decade ago. By choosing a new fence, you made sure that it met all European Union safety requirements; Although it was mesh, it was covered with plastic, so even if the electrical wires near the house were cut, Artūras did not pose a danger.
“I tried to explain it when I went to the ESO branch in Panevėžys, but I didn’t even speak here. I have to call the service center.” They offered to email fence certificates, but I don’t have those certificates for a long time, I don’t really keep such a file at home. I don’t even know how to use a computer, my mother is even more difficult, even on the phone it is difficult for her to catch up, ”said the Panevėžys resident.
See the benefit
At ESO’s customer service center, Artūras was offered another way to solve the problem: measure the strength of the fence. The owner claims that in the same year the fence was replaced the house was also rebuilt, after which the strength of the entire house was measured, but these measurements are not valid.
“As explained, the house is not a fence. But if the resistance of the whole house has been added, why is it not enough? I am more like a racket here. Fence resistance measurements cost from 200 euros. Notice : Citywide about 80 percent. Fences are tin or metal. If all the inhabitants of their own houses have to measure their resistance, considerable wealth can be accumulated. Although, as one electrician said, resistance to fences is like an enema for a dead person ”, Artūras was angry.
He does not understand why the neighbors themselves should take charge of such resistance measurements, because the power lines are not theirs. More recently, their neighbor’s ESO specialists ran out of pear branches that came into contact with high-voltage power lines. And he did it for free. Arthur doesn’t understand why ESO can’t take care of the fence strength measurements, which he just needs.
“After all, the electrical cables that run through my land are not my property. Therefore, it is not my responsibility to ensure that they do not fall. THAT motivates that if lightning strikes, you will have to bear the loss. But according to the same logic, who should regularly undergo a roadworthiness test? Let the road maintenance authorities be responsible for traffic accidents caused by a messy car, ”says the Panevėžys resident.
Money don’t splash
There are 42 individual residential houses on the entire street where Artūras lives, but only two of them are surrounded by a wooden fence. It is strange for Arthur that he only received the letter with a call to demolish the fence or at least to land it: the yards of the closest neighbors are not surrounded by wooden fences, electric cables run through them, but they hear about such requirements for the first time. time. Although Panevėžys still has time until mid-December, it is not yet demolishing the fence. Having paid 1,500 LTL for this, the new fence would now cost practically the same, only in euros.
“I am working on a disability pension, my mother is also retired, for us that 200 euros to put the fence down is a lot of money. The state has thrown 200 euros to retirees, but now ESO will collect that money from everyone’s government. He is angry that when people built houses, fences were caught, everything was fine and now it is no longer good. If they need it, that they themselves take out the light pole, I am not going to turn the fence, I do not live with Rockefeller’s daughter to waste money like this, ”the interlocutor got angry.
At the end of the letter, it was written that there is another alternative: to install underground power lines on your own, but according to Artūras, this is just another form of fuss, because in the past these works were carried out with Union structural funds European.
“There is no European money left, now he will try to take it away from ordinary people. The entire private sector will have to get rid of these laws. After such a letter, one of my mother’s acquaintances turned the entire fence around and planted it, ”Artūras said.
Do not write fines
Tomas Kavaliauskas, ESO’s public relations project manager, stated that if an electric airline crosses private property and buildings, including a fence, sprout under it, ESO must warn owners according to the rules that the installed buildings Underneath overhead power lines can endanger health and even life. .
Thousands of these alerts are sent out each year.
“We have calculated that from 2016. to 2020 In August, we sent around 24 thousand reports of potential threats to health and life. The landowner is informed that the structures in the protection zones (fences, e – shepherds, greenhouses, etc.) must be grounded with a maximum resistance of 30 Ω. In the case of wire or metal fences, individual fragments must have gaps or parts of the fence must be replaced by other non-conductive materials (plastic or wood) so as not to endanger life. It is up to the resident to decide which method is the most suitable for him, “explained T. Kavaliauskas.
According to him, ESO does not apply sanctions, it only recommends them.
“ESO does not aim to impose penalties, and most importantly, site owners are aware of potential threats and take steps to address potential risks to their health and life,” said a company spokesperson.
T. Kavaliauskas agrees that not everyone can have a pocket to dispose of on the plot according to ESO requirements. According to him, as a result, even some municipalities come to the aid of the population.
