The security of the systems managed by the Registration Center has been in the spotlight for the second week in a row, when the services provided by the state company were out of order after the rain in Vilnius.

Technology experts say the location of the servers on capital V. Kudirkos Street is unsafe for the data center, and the July 20 crash shows negligent behavior with the state’s information systems.

Most of the data centers managed by the Registration Center are located in the mentioned building on V. Kudirkos Street.

Examining the circumstances of the incident, it became clear that the Records Center has been searching for new facilities since 2019.

The company stated that it knew that the building on V. Kudirkos Street was unsafe for servers.

Among the new buildings under investigation were the premises in Vilnius on Studentų Street. 39. They are currently managed by the Vytautas Magnus University.

On Wednesday, the Minister of Economy and Innovation, Rimantas Sinkevičius, proposed to the Government that it instruct the Ministry of Finance and the Property Bank to take over the management of Studentų str. 39 premises, the draft legal acts on the transfer of this building to the Records Center will be submitted to the Cabinet of Ministers.

The Finance Minister Vilius Šapoka opposed this proposal.

“Imagine if we accept such conditional protocol changes for each property object in the future …” said the Minister.

“When a natural process occurs (Turto bankas will take over the facilities at 39 Studentų str. 15 minutes), when the Property Bank is already at your disposal, it is then that initiative (deliver the facilities to the Registration Center – 15 minutes) We will consider it, ”said V. Šapoka.

After discussion at the meeting, another wording of the meeting minutes was agreed: simply to capture the need for the Records Center to receive such premises and begin the transfer process.

“Evaluate that initiative and take the necessary steps to make this happen,” summarized V. Šapoka.

Record Center Letter

The decision was made on Tuesday night when Prime Minister Saulius Skvernelis stated that “the works planned and approved last year for secure state data centers, backup servers and additional premises must be addressed with special urgency.”

He also apologized to patients and doctors for the inconvenience caused by more than a week of problems. Healthcare system.

The Registry Center servers were “dumped” on July 20, and e. The health system was restored after eight days.

Already on Monday of this week, the Records Center requested the Government a request for transfer of Studentų str. 39 premises where both the administrative staff of the company and the data centers could be located.

The letter states that the building on V. Kudirkos Street “is not suitable for the installation and proper operation of a data center of state importance.”

The Records Center declares that Studentu str. 39 employees would be transferred from the facilities at V. Kudirka and Tilto streets, and these buildings would eventually be handed over to the Property Bank.

M.Dargužaitė terrified

15 minutes reported Wednesday that a crash on the Registry Center server server is reviving the company’s plans to move to new facilities.

Milda Dargužaitė, who worked as government chancellor in 2016-2017, stated that these intentions remained the same for the three years since she left office.

“It seems like nothing has been done in 3 years. PR only (public relations – 15 minutes) “, – M.Dargužaitė wrote on Facebook.

According to her, due to the level of insecurity of state data, the project to build a consolidated data center that meets the highest security requirements has been launched for a long time, and even EU support has been assigned for this .

“As expected, where the money is, there are many who want to manage it and do not endorse any centralized project. It took me almost a year (and a lot of dirt and discredit to personally address me), but still managed to design a modern data center and sure.

It was only necessary to implement it. Unfortunately, but because the money is huge, I was deprived of the power to decide anything, including experienced people to hire this project. That was one of the reasons why I left this government, ”said M. Dargužaitė.

Electronic health problem

The systems maintained by the Registry Center were restored last week, with the exception of e. Healthcare system.

Without this system, medical institutions would not be able to upload electronic documents, write electronic prescriptions, or perform other functions. Patients with electronic signatures were unable to purchase medications at pharmacies.

Other systems were able to recover more quickly because they had backup databases in other locations.

The electronic health system did not have it, so it took eight days to recover.

The administration of the Records Center establishes that the endorsement e. Health databases are planned for this year.

The backup data center would operate in synchronous mode and, in the event of a major outage, it could start operating immediately and ensure the smooth operation of the system.
