Šiauliai County Police are constantly in the limelight of a 29-year-old Šiauliai resident who has not acquired the right to drive, but without scratching himself, sits behind the wheel of a vehicle and carves the streets and rural roads of the city.
His last meeting with officials took place on July 4.
Around 8:30 in the morning, patrols in the Šiauliai district, Voveriškės town, noticed that a “Honda NT650V” motorcycle was driving without state numbers. The motorcycle rider did not respond to his request to stop the vehicle. Increasing his speed, he advanced, maneuvering dangerously, bending vehicles to the right, endangering other road users. Upon entering Šiauliai, he crossed the main road at an intersection, causing an emergency situation as he did not lose the passing vehicles and forced them to stop abruptly.
He passed two more intersections with a red light and crossed the level crossing, passed other vehicles, and didn’t even stop at the Stop sign. The patrols that followed them repeatedly demanded that they stop through the loudspeaker, but were not heard. The Šiauliai motorcyclist ran back onto the road. When another patrol team near the town of Gilvyčiai blocked the road, he turned into the fields, through the cultivation, then returned to the street again, but he no longer controlled the motorcycle and collapsed. Doctors discovered that the knee had a bruise on the knee and tension in the ligaments. The driver was sober. When asked why not, officials said that he had not obtained a driver’s license and that he had been prohibited from driving by court order.
It turned out that for Šiauliai police officers, this Šiauliai resident, without a driver’s license but driving vehicles, has been stuck for the fifth time since 2015.
Five years ago, in Šiauliai, Dvaro str., While driving a car, did not choose a safe driving speed, got off the road and hit a tree. Frightened by the responsibility, the boy left the scene. Probably drunk drunk. When they arrested him, they put him at 0.62 avg. drunkenness. The man argued that he was consuming alcohol after the accident due to the stress he experienced. However, traffic regulations prohibit alcohol consumption until the circumstances of the accident have been determined. This is equivalent to drunk driving.
Therefore, the court confiscated the offending vehicle and imposed a fine of € 1,158.
A year later, for police officers, he got stuck on the steering wheel of the car again. He was not concerned with obtaining the right to drive. And again, fine.
In the summer of 2018, Šiauliai District Police officers saw him again behind the wheel of a vehicle. Because he was driving drunk (2.02 graduation), he decided to run away from the officers. It has failed. Administrative disobedience was initiated for disobeying the police officers’ request to stop the vehicle and drive without the right to do so, and a pre-trial investigation for drunk driving was initiated. He was fined € 1,900, confiscated property for € 2,000 and was prohibited from driving for two years. A person who has been deprived of a special right can not only exercise it, but also acquire it during the period of deprivation.
A year later, a guy who was not driving and intoxicated (1.49 avg.) Was driving a Honda NT650V motorcycle. However, he was unlucky to control it. In Šiauliai, a motorcycle crashed into a stationary “Audi A6” car. The driver, along with a drunk passenger (1.75 avg.), Escaped the scene.
However, a meeting with officials was not avoided. Then, due to the injuries sustained, the undisciplined driver found himself in the surgical resuscitation department of the Republican Siauliai Hospital, and his friend who was traveling with him, in the trauma department. In February of this year, the man sentenced him to 10 months in prison for causing a drunken accident that disturbed another person’s health, but postponed the execution for two and a half years. The sentence also provided for a fine of 1,937 euros, the confiscation of property for 1,400 euros and the prohibition to exercise the right to drive and at the same time obtain a driver’s license was extended to four years.
However, neither the fine, nor the deprivation of the right to drive, nor the serious trauma itself made Siauliai familiar, and on July 4, he attempted his fate again, riding a motorcycle and fleeing responsibility and the officers of policeman. He was the subject of an administrative violation report for five traffic offenses committed during the violation and a pre-trial investigation for his failure to comply with a non-custodial measure that deprived him of his right to drive.
