The government has moved to a “soft” Level 5 restriction strategy for six weeks starting Wednesday night. So what will this mean?
Can I travel outside of my county?
No. At level 5, you will be asked to stay home, with the exception that you can exercise within 5 km of your home.
There will be a fine for movement outside the 5km of the house, with exemptions to this for essential work and essential purposes.
The council states that you must work from home, unless you work in health, social assistance or other essential services that cannot be performed from home.
Can I have visitors to my home?
No. There should be no visitors in your home or garden.
However, there will be the concept of the extended home, known as a support bubble, for defined categories of individuals to support those at risk of social isolation and / or mental illness.
Could I meet my family or a friend outside my house, in a park?
It is possible to meet another household in an outdoor setting other than a house or garden, such as a park, even for exercise.
Large social or family gatherings should not take place in other settings except weddings or funerals.
Does this mean that the weddings are canceled?
Weddings can still continue, with up to 25 guests allowed to attend a wedding ceremony and reception.
Are meetings organized indoors or outdoors, such as conferences, theater events, or other arts events allowed?
Organized events cannot be held indoors or outdoors below Level 5. Museums, galleries and other cultural attractions are closed.
Parks and outdoor play areas can remain open with protective measures in place.
Will schools close?
The Government’s plan says that recommendations for schools, nurseries, higher and adult education below Level 5 will be based on the “situation and evidence at the time.”
The government announced that schools and nurseries will remain open for the next six weeks “according to current Nphet advice.”
Is all sport canceled?
Under the Level 5 plan, only individual training can be done. Gyms, leisure centers and swimming pools are closed.
No adult training or matches should be held, with the exception of professional, elite sports and inter-county Gaelic games, horse racing and greyhound racing, which may continue behind closed doors.
Additionally, in recognition of the impact of restrictions on children and youth, non-contact training can continue for school-age children, outdoors in groups of 15.
What about pubs and restaurants?
Wet bars, cafes, restaurants and pubs may only offer takeout or home delivery. Nightclubs, discos and casinos will be closed. Dublin’s wet bars also remain closed.
Are points of sale, hairdressers / barbers allowed to remain open?
Only essential retailers are allowed to remain open and face covers should continue to be worn. Some of the essential retail outlets that may remain open include take-out food and beverage businesses, newspaper stores, grocery stores, and drug stores and pharmacies.
Outlets that sell products necessary for the essential maintenance and operation of places of residence and businesses may also remain open, as well as businesses that sell health, medical, or orthopedic items.
Gas stations and heating oil suppliers, companies selling animal health and welfare supplies, laundries and dry cleaners, bank post offices and credit unions may also remain open.
Outlets that sell security supplies, hardware stores, businesses that provide repair and maintenance of powered vehicles or bicycles may also remain open.
Opticians and optometrists, hearing services, companies that sell office supplies, and outlets that sell electrical and communications technology may remain open in an emergency.
All other personal and retail services are closed.
What about mass and funerals?
Religious services will be held online while places of worship will remain open for private prayer. Up to 10 mourners can attend a funeral.
Can hotels and similar accommodation remain open?
They are open only to those with “essential non-social and non-tourist purposes”.
Do the over 70s and medically vulnerable people have to take shelter?
People over 70 and medically vulnerable people must judge the extent to which they engage with others and in activities outside the home.
It is recommended that they stay home as much as possible, limiting participation to a very small network for short periods of time, while remaining physically apart.
When exercising outdoors, it’s important to keep a six-foot distance from others and wash your hands when you return home, the advice says. It is recommended to shop only during designated hours, while covering your face and avoiding public transportation.
Can I visit a family member in a nursing home?
Visits to long-term residential care centers continue to be suspended at Level 5, in addition to “critical and compassionate circumstances.”
What about public transport?
Face shields must continue to be worn on public transportation. People should only use public transportation if they are essential workers or only for essential purposes. People are advised to walk or bike whenever possible.
Public transportation capacity will be limited to 25 percent to allow essential workers to get to work. School transportation will not be affected.
