The National Public Health Emergency Team will notify the Government that households should be allowed only six visitors from another home.
The new measure, which is currently in effect in both Dublin and Donegal, could now be implemented for all counties under a Level 2 alert starting Friday.
To date, under Tier 2, households could have six visitors from three other households.
No other restrictions are expected to be announced this week.
This comes despite concerns about Monaghan, Roscommon, Cork and Galway, all of which have seen their individual incidence rates rise.

As always, the final decision to implement any changes rests with the government.
The news comes after Dr. Ronan Glynn said the window of opportunity to shut down the spread of the disease was closing.
“This is going in the wrong direction, it is becoming a national problem.
“I would compare it to a forest fire where we see a lot of embers and little problems arising in different places.
“If this continues, we are going to see a national problem.”
