The Covid-19 lockdown relaxation plans produced by the Dublin and London governments differ in many ways, but both agree that progress depends on progress in the battle against the disease.
dates
Dublin has a five-stage plan from May 18 to August 10. London, by contrast, chooses three, starting on May 13, and the last one starting on July 4. However, its mandate does not run in Northern Ireland, Scotland or Wales.
Job
In the Republic, outdoor workers (builders, hardware store, farmers markets) start from May 18, along with opticians and bicycle repair shops. People who work remotely should continue to do so.
Downing Street has caused some confusion in its messages, saying that workers who cannot work from home should go to work, but not use public transportation to get there. “The sectors of the economy that are allowed to open must be open,” he said, citing food production, construction, manufacturing and a number of other examples. Pubs and non-essential stores remain closed.

The Irish government sees small weddings and similar events before July 20, and larger ones starting August 10.

Travel
The Irish government plans to allow travel of up to 20 km from people’s homes from June 8. From the beginning of phase four (July 20), this will extend to “outside your region.” Travel to offshore islands will also be allowed.
England is encouraging everyone (including critical workers) to continue to avoid public transport whenever possible. From the first step, people can drive to open air spaces, regardless of distance, provided they respect social distance when they reach their destination.
Sport
From May 18, the Irish government will allow outdoor sports activities in groups of up to four people, where social distance can be maintained. Small group team training will be allowed starting June 8, and team leagues where there are limits on the number of spectators, starting July 20. Public pools will also open on that date. Starting August 10, gym openings and close physical contact sports will be allowed. Thereafter, sports entertainment will be allowed, provided that the rules of social distancing can be observed.
Downing Street says that from the first step, people can exercise outside as many times a day as they like. Activities such as angling and tennis are allowed, but not the use of playgrounds, outdoor gyms, or outdoor leisure venues with tickets. You can only exercise with up to one person outside your home, so team sports are not allowed. The second step (no earlier than June 1) will see cultural and sporting events taking place behind closed doors for broadcast. The reopening of indoor public spaces such as gyms or places that draw large crowds, such as sports stadiums, can only be fully possible “significantly later depending on the reduction in the number of infections.”
Travel abroad
Since April 24, all passengers arriving in the Republic from abroad are expected to isolate themselves for 14 days. The issue of imposing mandatory quarantine and proofs of entry remains under review, in accordance with the government’s plan. The Government’s advice to avoid unnecessary out-of-state travel does not apply to Northern Ireland, nor does the self-isolation requirement apply to people who come from Northern Ireland. However, people from Great Britain are asked to isolate themselves.
England’s plan says it will require all international arrivals that are not on a restricted list of exemptions [people coming from the Republic are on the shortlist] self-insulate in your accommodation for 14 days.
“When international travelers cannot demonstrate where they would isolate themselves, they will be asked to do so in government-organized accommodation,” the plan says. He says London is “working closely with delegated administrations to coordinate implementation across the UK.”
To comb
As of July 20, the Irish Government plans to relax restrictions on “higher risk services involving direct physical contact” such as hairdressers and barbers.
Downing Street says personal care establishments where close contact is inherent
(such as beauty salons) can only be opened late in the recovery process. A significant reduction in infection levels will be a prerequisite.
