The government banned home visits across the country and moved border counties to level 4 restrictions.
The measure, decided by an expanded cabinet meeting tonight, will take effect from midnight Thursday.
The decision comes nine days after NPHET recommended Level 5 for the entire country as the state battles a second spike in coronavirus cases.
Due to the “deteriorating situation with the virus across the country,” there will be increased restrictions for Level 3 counties.
- Home or garden visits are not allowed, except for visits for essential purposes (for example, family reasons, such as providing care to children, the elderly or vulnerable people, and particularly those who live alone).
- In outdoor settings, away from home or garden, up to 6 people from no more than 2 households can gather while maintaining strict social distancing, including for exercising and eating outdoors.
- The existing exemption that allows club championship games to be played behind closed doors has been removed.
The Government has also decided to place Monaghan, Cavan and Donegal in the Level 4 restrictions.
- Social or family gatherings other than weddings (with up to 6 guests) and funerals (with up to 25 mourners) should not be held.
- Visitors are not allowed in private homes and gardens, except for essential purposes. Visits to long-term residential care facilities are suspended, except in critical and compassionate circumstances.
- People must stay in their county except for essential jobs, education, and other essential purposes.
- Only essential workers should travel to work.
- They should only open essential shops and businesses that are primarily outdoors. All other personal and retail services must be closed.
- Construction activities will continue.
- Manufacturing will remain open when necessary to ensure that all national and international supply chains are intact for essential products.
- Schools, regulated child care and child care will remain open with existing safeguards.
- In addition, adult and higher education primarily moves in line with adequate protective measures for essential on-site assistance.
- People should avoid public transport, which will operate at 25% capacity.
- Bars, cafes and restaurants are open for take out or delivery and outdoor seating for max. 15 patrons. Indoor service is not allowed.
- Wet pubs can be open for take out or delivery and outdoor service for up to 15 patrons. Indoor service is not allowed.
- Hotels, guesthouses and B & Bs are only open to existing guests and for essential non-social and non-tourist purposes.
- Gyms, leisure centers, swimming pools, museums, galleries and other cultural attractions are closed.
- Religious services are available online only. Places of worship remain open for private prayer.
- Outdoor playgrounds, play areas and parks remain open While non-contact training in groups of 15 can take place outdoors, indoors individual training should only take place without classes.
- No matches or events should be held with limited exceptions, see below.
- Indoor meetings should not be held with outdoor gatherings limited to 15 people.
Previously, the Department of Health confirmed 1,096 new cases of Covid-19 in the Republic with another 1,217 new cases of the virus reported in Northern Ireland.
