The attack occurred around 4.30pm on Saturday afternoon when the park in Blackrock, County Louth, south of Dundalk, was packed with people taking advantage of the weather.
She was also described as “cruel” by Dundalk Borough President Emma Coffey.
Ms. Coffey viewed videos of the incident on social media.
“I hope the girl is on the mend,” he said.
“It is an outright indictment against the other young men who carry out the assault and videotape such a cruel attack for their own enjoyment.
“Fortunately, one person intervened or the injuries could have been much more serious. Such behavior is totally unacceptable.”
The video, shared on social media, shows a woman intervening in the incident.
Local councilman Thomas Sharkey also condemned the incident, asking the parents involved to “take responsibility for where their teenage children are and what they do.”
