Northern Ireland will begin its exit from the coronavirus blockade starting with people encouraged to return to their workplace and ending with the opening of restaurants, cafes and pubs, it was announced on Tuesday.
Prime Minister Arlene Foster and Deputy Prime Minister Michelle O’Neill outlined in the Northern Assembly Tuesday their five-step plan to end coronavirus restrictions.
Unlike in the Republic, the recovery plan does not establish dates for each of the five steps. The execution of the steps will be “directed by science and not by the calendar”.
Ms. Foster and Ms. O’Neill made it clear that moving from one stage to another will depend on the level of transmission that remains below R1, the level of disease transmission, also known as Covid-19, which is currently it is found at 0.8 in the North. and the ability of health and social services to treat the virus.
STEP 1
In the first step, people who cannot work from home will be encouraged to return to stage work.
Large open-air shopping centers, such as garden centers, may open.
Groups of four to six people can meet outdoors subject to social distancing and, with the exception of the people who are protecting themselves, visits to immediate relatives inside will be allowed, again where the distancing is being followed.
Driving through church services will be permitted and churches may be open for private prayer.
Outdoor spaces and public sports facilities will open, while people can engage in activities such as walking, running, biking, playing golf and tennis, and some water activities. Driving through movie theaters can also open.
STEP 2
Non-food retail stores may open, while groups of up to 10 may gather outdoors. Team sports training can be resumed without contact in small groups.
Indoor activities involving limited contact of less than 10 minutes will be allowed. Outdoor activities of less than 10 minutes will be allowed that involve small groups of less than 10 people where it may be difficult to maintain social distance.
Selected libraries and open-air museums can be opened.
Public transportation will continue, but to avoid crowded trains and buses, people will be encouraged to walk and bike for short trips.
The definition of “key workers” will be expanded so that more children of these workers can attend school.
STEP 3
There will be a gradual return to the office and work on site.
Part-time, more children from “priority cohorts” will attend school.
In terms of family and community there may be meetings of up to 30 people where distance is maintained.
Indoor activities involving a “larger” number of people who do not share a home connection will be allowed.
Non-contact team sports training will resume; museums, galleries and libraries will be opened and concert and theater rehearsals will begin again.
STEP 4
More retail centers, such as hair salons, gyms, and tattoo / piercing businesses, may open.
Schools will open to all children “part-time with a blended learning approach that includes a combination of in-school and remote learning.”
A wider range of meetings will be allowed, including church services. There will be a resumption of competitive sports behind closed doors or “with limitations in the number of spectators”.
Leisure centers and other indoor facilities will be opened and outdoor concerts will be allowed on a restricted basis.
STEP 5
Everyone hoped to return to remote work, but it is recommended and maintained whenever possible.
Restaurants, cafes and pubs may open “subject to risk assessment, limited to begin with.”
The provision of schools in the early years will be expanded full time.
Public transport operating a full service but “subject to continuous risk assessment.”
People can meet in extended groups subject to social distancing.
There will be a resumption of close physical contact sports; a return to competitive sport and full use of sports facilities; viewers may attend live events on a restricted basis; and nightclubs and concerts may be resumed on a limited basis.
Indoor meetings of large numbers, and / or more than ten minutes, where social distancing cannot be easily maintained will be allowed.
