Several police officers stood for several minutes without offering any first aid to a dying man after another officer shot him, body camera images released Thursday revealed.
Video from officers in Columbus, Ohio appears to show that 47-year-old Andre Hill, who is black, was still alive on the floor of a garage after he was shot Dec. 22 while officers secured the area.
Five minutes after officer Adam Coy, who is white, was shot, another officer can be heard in the footage saying, “Let’s handcuff him. He’s still moving.”
Mr. Hill is then turned face down before handcuffing and turning on his back while officers wait for an ambulance.
Minutes later, a higher-ranking officer arrives and asks “is someone doing something for him?” He then orders an officer to initiate CPR. Later, Mr. Hill was pronounced dead.
Hill’s daughter, Karissa Hill, 27, said she “doesn’t feel safe” in the city.
“It’s just disgusting how my dad did it. These photos that I got to see, I was able to memorize my dad on the floor for the rest of my life and how no one helped him.
“How there are 22 officers on the scene with body images and none of them helped my dad. It’s unbearable. All because of this state and who they hire.
“I mean, he’s lying on the ground dying. I mean, what is Andre Hill’s crime? Is it because he’s a black man, and for some reason, the police in America shoot first and ask questions later?”
Columbus Police Chief Thomas Quinlan said he was appalled at the lack of compassion shown in the video.
“As a police chief, and only as a human being, the events of the past week have left me shocked and heartbroken for the Andre Hill family,” he said in a statement.
“All men and women who wear this badge should feel the same way.”
Mr. Hill was shot when he exited a garage with a mobile phone in one hand and the other not visible. He was not armed.
Ben Crump, the Hill family’s attorney, said the officers’ actions were inexcusable.
“Where is humanity for Andre Hill? Where is humanity for this citizen of Columbus who had not committed any crime, had no weapons, was unarmed, just holding a cell phone? Where is humanity for this citizen?
“He didn’t offer verbal orders before he started shooting Andre Hill. He didn’t say stop. He didn’t say freeze. He didn’t say, put your hands up. You didn’t give Andre Hill a chance. Don’t give him a chance.”
Coy was fired by the city on Tuesday after it accused him of incompetence and “gross negligence of duty,” among other charges.
He and another officer were responding to a non-emergency call from a neighbor when they encountered Mr. Hill.
Body camera video shows Coy telling an officer leading him out of the house: “I have to find out what I missed.
“We’ll take care of that, I promise,” Officer Jared Barsotti responded.
The footage also captures a woman inside the home where Mr. Hill was shot telling officers that he had been bringing her Christmas money.
She yelled, “He was bringing me Christmas money. He did nothing.”
