There is a high probability that pubs and restaurants in Ireland are not open for New Years celebrations, the Taoiseach said.
Micheál Martin said that the National Public Health Emergency Team (Nphet) recommended that stricter restrictions be introduced before the end of the year, as the number of cases continues to rise.
Speaking at the Newstalk breakfast on Friday, Mr. Martin said that under the proposed “Level 3+” restrictions to be introduced after Christmas, construction and non-essential retail will remain open but services like barbers should be monitored.
He denied that the government and Nphet are “alarming” with their warnings on transmission rates.
Mr. Martin said he was “concerned” about the increase in the number of Covid-19 cases in recent days and that the Government would take Nphet’s recommendation “very seriously”.
He said government officials will work through the weekend on plans to ensure there is a cushion to support businesses.
Tánaiste Leo Varadkar rejected the idea that the government’s decision to open the hotel business and allow home visits in December was a mistake.
Speaking on RTÉ Prime Time on Thursday, he said he understood that people would be disappointed if their New Year plans were interrupted, but said the trajectory of the virus was not where the government or Nphet wanted it.
He said that if the numbers continue to rise, looming restrictions may have to be tightened. He said there have not been an excess of deaths so far this winter and that this is what he hopes to avoid.
Varadkar said he believed that the first vaccinations in the Republic would take place in the days around New Year’s Eve.
‘Moving quickly’
Speaking at a Nphet briefing on Thursday night, Dr. Holohan said: “The five-day moving average is 387 per day; this is an indicator that the disease is moving rapidly compared to the previous five-day average.
“The virus is spreading throughout the country, in all age groups.
“We are now receiving reports of outbreaks in social settings, including work settings, Christmas parties and funerals.
“I can’t stress enough how important it is to limit your interactions now.
“The consequences of not doing so will be an exponential growth in January, a substantial increase in hospitalizations and risk to life.”
“The number of reproduction is now estimated between 1.1 and 1.3. We are concerned that Ireland is now in a phase of rapid growth, which if allowed to continue, will result in 700 – 1200 cases per day by the second week of January, if not earlier. “@President_MU # COVID-19

Dr Holohan added: “Everyone should re-review their plans and be satisfied that they are taking all possible measures to limit their contacts and limit the possibility of contracting this infection between now and the Christmas period.”
Nphet chairman of the Epidemiological Modeling Advisory Group, Professor Philip Nolan, said that the breeding number is now estimated to be between 1.1 and 1.3.
He said: “We are concerned that Ireland is now in a phase of rapid growth, which if allowed to continue, will result in 700-1,200 cases per day by the second week of January, if not earlier.

Explanation of Christmas restrictions: What changes …
“We are particularly concerned about the elderly and vulnerable adults, who have protected themselves during the second wave and are now at risk during the holiday season.”
Professor Nolan added: “I want to remind everyone who is listening, that we have a collective obligation to make sure that people in those age groups.
“Do not get infected with this disease in the next few weeks.”
