The government recently decided to move the border counties of Donegal, Cavan and Monaghan to Level 4 Covid-19 restrictions.
It is in response to the high incidence rate in all three counties and the rapid increase in coronavirus cases in Northern Ireland.
The government says the priority at Tier 4 is “keeping schools and childcare services open while keeping people safe.”
Level 4 involves stricter restrictions than Level 3, as all non-essential businesses will be closed, while private home visits and social gatherings will not be allowed.
Meetings
No visits. People are encouraged to have only members of their own household in their home and garden.
No other social or family gathering should take place in settings outside of your home or garden.
Weddings can continue with only up to six guests at the ceremony and reception.
Up to 25 mourners can attend a funeral.
As with Level 3, organized indoor gatherings, such as conferences, arts events, and film screenings, should not take place on Level 4.
All museums, galleries and other cultural attractions should also remain closed.
Meetings of up to 15 people can take place outdoors if in controlled settings with a designated event organizer, owner or manager.
As with Level 3, religious services will be held online, but places of worship will remain open for private prayer.
Sport and exercise
Gyms, leisure centers and swimming pools are closed.
Training in an indoor environment can only take place individually and exercise or dance classes cannot be held.
Non-contact sports training can be done outdoors, but only in groups of up to 15.
No sports games or events will be held, except for elite and professional sports, inter-county games, and horse racing events that take place behind closed doors.
Outdoor play areas for children will remain open with protective measures in place.
Retail and service
Restaurants, bars and cafes can only open for take out and home delivery. They may not provide indoor dining service. Outdoor seating can be provided for up to 15 people.
Wet pubs can only offer outdoor seating for a maximum of 15 patrons.
Hotels can only open for existing guests and those for essential non-social and non-tourist purposes.
Only essential retail stores and businesses can remain open at Level 4.
Essential services that may remain open include agriculture, veterinary, manufacturing, machine supply and repair, construction, transportation, and media operations.

Travel, work and education
Everyone is encouraged to stay in their county (or other designated geographic area) except for essential purposes, such as work and education.
Only essential workers or other designated workers should go to work.
Schools and nurseries will remain open with protective measures.
In addition, adult and higher education will move to primarily offer services only with protective measures in place for essential assistance.
Public transport
People should walk or bike whenever possible.
Only essential workers and people with essential purposes should use public transport, and capacity will be reduced from 50% at level 3 to 25%.
People are cautioned to continue wearing face shields.
Older people and medically vulnerable people
Medically vulnerable people and people over 70 must “judge the extent to which they interact with other people and in activities outside the home.”
Separately, visits to long-term residential care facilities, such as nursing homes and nursing homes, are suspended except in critical and compassionate circumstances.
