The government will announce new restrictions nationwide on Monday, Simon Harris confirmed.
The Minister of Higher Education and former Minister of Health said Level Three “has not worked” and that a county-by-county approach will not be appropriate in the current situation.
He explained that the new rules will be “decisive” and will be introduced throughout the country.
But he urged the government to balance the restrictions with “Our honest opinion about what the people can bear or hold.”
He told RTE’s This Week in Politics: “The government will act tomorrow. The action will be decisive and will be throughout the country. “
Harris added that the government must consider other factors, including domestic violence, which has increased by a third in recent months.
His comments come after top ministers, including Taoiseach Micheal Martin and Tanaiste Leo Varadkar, met with the National Public Health Emergency Team on Saturday after a recommendation that strict new measures be introduced.
Medical Director Tony Holohan briefed the government on NPHET’s reasons for the council, which suggested introducing a level five lockdown for a period of six weeks.

It is the second time in two weeks that NPHET has made such a serious recommendation, and the government rejects the latest.
The Cabinet will meet on Monday to discuss the latest advice from health experts, where they will decide whether the country should move to Level Five.
It is not yet known whether Mr. Harris is referring to the Level Five measures or the slightly less severe Level Four restrictions.
