The government has announced a medium-term plan to suppress the spread of the coronavirus and keep most of the country open. At the center of the plan is a growing five-level alert system.
The Government will decide to change the level based on the advice of the National Public Health Emergency Team, which will first be evaluated by a new Covid-19 Oversight Group chaired by the Secretary-General of the Government, Martin Fraser, with input from other government departments. The HSE Medical Director and Chief Executive Officer will also be part of this group.
Criteria that will establish alert levels will include the number and location of cases and clusters, recent incidence rates, the ability to manage outbreaks and perform contact testing and tracing, along with the capacity of the hospital system, the number of deaths and the international situation. .
Is that how it works.
Level one
– Visitors are limited to 10 out of up to three households within your home or garden.
– No more than 50 attendees are allowed outside your home or garden.
– Up to 100 people can attend the wedding ceremony and reception.
– Up to 100 people can attend indoor meetings
– Up to 200 people for larger venues with a distance of two meters and one-way entry and exit
– Larger events will be allowed in stadiums, auditoriums or very large events
– Guidelines will be developed for specially designed very large event facilities
– Up to 100 spectators can attend indoor sports matches
– Up to 200 spectators can attend outdoor sports events
– Up to 500 can attend open-air stadiums with a minimum capacity of 5,000
– Up to 50 people allowed in religious with more than 50 allowed in separate subgroups
– Nightclubs, discos and casinos will be closed.
– Damp pubs, defined as those that do not serve food, may open
Level two
– Visitors are limited to one household or up to six visitors from two or three other households.
– Up to six people can meet indoors or up to 15 outdoors from up to three homes
– Up to 50 people can attend the wedding ceremony and reception.
– Up to 50 people can attend controlled indoor gatherings in groups or groups of up to six for business, training events, conferences, theaters, cinemas and other arts events.
– Up to 100 people are allowed in larger venues with social distancing and one-way systems
– For large purpose built event facilities such as stadiums and event centers, a guide should be developed
– Up to 100 people will be allowed outdoors in most venues
– Up to 200 people are allowed in the outdoor stadium with a minimum capacity of 5,000
– Sports training allowed up to 15 people (except professional teams
– Sports training, exercise and dance can be performed in groups of up to six indoors
– Up to 100 people can watch sporting events outdoors and 50 people indoors
– Up to 200 people can attend open-air stadiums with a minimum capacity of 5,000
– Up to 50 people can attend religious services and funerals.
– Wet pubs can open, but with groups limited to six people from no more than three households.
– Public transport limited to 50% of its capacity
Level three
– Visitors to your home or garden are limited to another home or just your own home
– No other social or family gatherings are allowed.
– Travel restricted to your county or region, except for work, educational or essential reasons
– Attendance at a wedding ceremony or reception reduced to 25
– Indoor gatherings are not allowed (including gatherings, theaters, cinemas, art venues)
– Outdoor meetings limited to just 15 people
– Sports training allowed outdoors in groups of up to 15 (excluding professional sports)
– Only individual indoor sports training is allowed
– Gyms, leisure centers and swimming pools can remain open for individual training.
– You cannot hold matches or sporting events
– Religious services must move online; places of worship for private prayer only
– Funeral assistance reduced to 25 mourners
– All museums, galleries and other cultural attractions must close; the libraries are going to call and charge
– Additional restrictions will apply for indoor dining and wet pubs
– Individuals must work from home unless absolutely necessary to attend in person.
– Visits in long-term residential care facilities, including nursing homes, suspended
Level four
– Home visits are not allowed and social or family gatherings are not allowed elsewhere.
– Attendance at a wedding ceremony or reception reduced to six
– Indoor meetings forbidden
– Outdoor meetings limited to no more than 15 people
– Outdoor sports training limited to non-contact training in groups of up to 15
– Individual indoor training is allowed, but exercise or dance classes cannot be held.
– Gyms and leisure centers must close
– Attendance at funerals remains limited to 25 mourners.
– All museums, galleries and other cultural attractions must close; only online services
– Bars and restaurants should only move to take away food; no indoor dining, outdoor limited to 15
– Wet pubs can only open for outdoor seating limited to a maximum of 15 people
– Travel remains restricted to county or region
– Schools, kindergartens and universities will remain open
– Public transport limited to 25% of its capacity
Level five
– People will be asked to stay home except to exercise within five kilometers of their home.
– Meetings are not allowed other than attending funerals or weddings.
– Attendance at a wedding ceremony or reception is still six guests
– Attendance at funerals is reduced to 10 mourners.
– Wet pubs can only offer takeaway or delivery service.
– Schools, nurseries and universities will remain open
Dublin
Additional measures will apply to Dublin beyond Level Two.
– No more than two households can meet; no more than six visitors from another home
– Pubs and bars that do not serve food must be closed after September 21st.
– Higher and tertiary institutions should consider improved protection measures
– People in Dublin should limit travel outside the region and find only another home when outside the county
Criteria for determining movement between levels
– Number, location and characteristics of cases and clusters
– Cumulative virus incidence rate in 14 and 7 days, five-day averages for counties, nationwide
– Number of cases, positivity rates and number of reproduction.
– Outbreak management capacity in risk environments or vulnerable groups
– Capacity or performance of testing and contact tracing and disease surveillance
– Ability to manage occupations and admissions in hospitals and critical care
– Number of deaths
– Other measures, including infection control data, seasonal flu uptake and international situation
