The government will publish the Covid-19 medium-term plan

The government’s medium-term plan to deal with Covid-19 will be published today.

The plan will include a risk rating system, from the lowest risk level of one to the highest total blocking level five.

The whole country is now considered to be at level two.

Green Party leader Eamon Ryan will attend the cabinet meeting that will approve the plan by teleconference, as he isolates himself while a member of his household waits for a Covid-19 test.

The increase in Covid-19 cases in Dublin means it will face special measures. Pubs that don’t serve food are likely not to reopen now in the capital next week.

Up to six people will be able to visit someone else’s home, but all must come from a single household, compared to three households in other parts of the country.

Travel restrictions backed by the regulation are unlikely for Dublin, but there is likely strong advice that people should work from home whenever possible and try to avoid traveling outside of the capital.

The plan divides the threat of Covid-19 in society into five parts from now until the end of spring.

Level one would imply the fewest restrictions, but level five would be similar to last March’s close. Tier three would be very similar to the restrictions imposed on Kildare, Laois, and Offaly in August.

International travel will be governed by the European Commission proposals in the medium term, but before that, the Green List of Ireland’s safe travel countries is expected to be updated next week.

Meanwhile, up to 200 spectators are expected to attend sports matches starting this week according to plan.

The World Health Organization says that data to date suggests that 80% of Covid-19 infections are mild or asymptomatic, 15% are serious infections that require oxygen, and 5% are critical and require ventilation.

Generally, you must be 15 minutes or more close to and within two meters of an infected person to be considered at risk or in close contact.
