The Merseysiders announced on their official website that the 27-year-old has agreed to a three-year contract, and the Toffees have the option of a fourth season.
Doucoure said: “I have been waiting a long time to come here and now it has happened so I am very happy.”
“I had some interest in other clubs, but from the beginning, when Everton showed interest in me, I told my agent to focus on Everton. It was the only club I wanted to join.”
Doucoure, the France Under-21 international, is Everton’s third major signing in four days following the arrival of Brazilian Allan and Colombian James Rodríguez.
Watford signed Doucoure from Rennes in 2016 and in four full seasons at Vicarage Road he made 129 Premier League appearances, scoring 17 goals with 12 assists.
Doucoure added: “It’s an ambitious project here and it was a big part of my decision, to have (football director) Marcel (Brands) and coach Carlo Ancelotti want me.

Chelsea forward Michy Batshuayi is about to seal a loan from one season to crystal Palace.
The 26-year-old Belgian is set to sign a one-year extension to his current Stamford Bridge contract and then take a second loan period with the Eagles.
Batshuayi’s current contract with Chelsea expires next summer and an additional deal through 2022 will prevent him from becoming a free agent once his expected loan at Palace ends.
Palace has already signed English under-21 forward Eberechi Eze from QPR for £ 16m this summer.
And the imminent arrival of Batshuayi at Selhurst Park will add an extra boost to Chief Roy Hodgson’s attacking options.
Leeds, West Brom and Newcastle had followed Batshuayi with a view to a loan swap, but Palace appears ready to close the deal.
Batshuayi spent the second half of the 2018/19 campaign on loan at the Palace, but remained available at Stamford Bridge last season in Frank Lampard’s first season at the helm of the Blues.
The arrival of £ 53 million from RB Leipzig’s Timo Werner, an ally of regular forwards Tammy Abraham and Olivier Giroud, has pushed Batshuayi lower in the pecking order of London’s west side.
Batshuayi joined Chelsea from Marseille for £ 33 million in 2016 but has never managed to have a regular first-team spot and has been on loan at Borussia Dortmund and Valencia, as well as the Palace.

Dyche did not confirm whether an offer had been made for Tarkowski, although rumors are running that the Hammers will need to nearly double a £ 27 million fee to land the highly qualified central defender.
While accepting that every player has a price, Dyche insists the club is not under pressure to sell one of its star assets and is preparing for Tarkowski to stay with the Clarets into the upcoming season and beyond.
“The club is in a very, very strong position, so there is not an overwhelming desire to sell players,” Dyche said.
“Do players have a price in any club? Yes, we have seen it in all of football. Eventually, there comes a day if someone is going to reach a certain number, then all clubs, not just Burnley Football Club, have to make a decision.
“If that comes, the president will make that decision. I do not control those moments, the president does and the board, so we will have to wait and see, but it is fair to say that we are in a very strong position.
“Until I reach that level, I have no other thought than James Tarkowski and other players here will continue to operate for us. We are not in the business of getting rid of our best players cheaply, that’s for sure.” . “
