We’ve verified that file uploads fall over Google services, including uploading attachments in Gmail to both personal and G Suite gmail accounts. In some cases, just trying to compose a new email when a reply fails.

As of 3:12 AM ET, Google says it is continuing its investigation, and intends to release an update by 4:21 AM ET with more information on the issue.
Downdetector shows a spike of reports for problems with Gmail and Google Drive, and there are extensive reports on Twitter that users are have difficulty uploading videos to YouTube. The problems appear to be global, according to Downdetector.
