The State of Emergency Investigation Board, which was established to investigate the declared state of emergency in the Tigray Regional State to enforce law and order in the region, officially began functioning yesterday.
In his media briefing, board chairman Lemma Tesemma said that the board has been working to meet logistics and human resources as well as partner collaborations since its establishment less than a fortnight ago.
According to him, the board members have also prepared an action plan to lead the general activities of the emergency and the approved code of conduct.
Based on the recommendations of the task force, the scope of the board of inquiry can be extended to areas where human rights violations are reported.
Article 93/6 of the Constitution provides that the Board of Investigation of the State of Emergency shall have the powers and responsibilities to make public within one month the names of all persons detained due to the state of emergency, together with the reasons for their detention.
It is also tasked with inspecting and monitoring that no action taken during the state of emergency is inhumane and recommending corrective measures to the Prime Minister or Council of Ministers if it finds any cases of inhumane treatment.
Additionally, the board is mandated to ensure the prosecution of perpetrators of inhumane acts and to present its views to the House of People’s Representatives on a request to extend the duration of the state of emergency.
According to ENA, it should be recalled that the Council of Ministers decreed a state of emergency in the regional state of Tigray at the beginning of November in accordance with article 93 (1) of the Constitution.
