Population movement

As of March 31, a total of 4,005 refugees and migrants had been registered as rescued / intercepted by the Libyan Coast Guard (LCG) and landed in Libya in 2021. This week, almost 1,000 people were returned by the LCG to Libya. UNHCR’s partner, the International Rescue Committee (IRC), was present at the disembarkation points to provide urgent medical assistance and basic relief items (CRI) before the Libyan authorities transferred people to the detention centers.

UNHCR response

UNHCR, in coordination with the World Food Program (WFP), continues to provide support to food insecure refugees and asylum seekers. Through these distributions, more than 8,000 people living in Tripoli, Al-Zawiya (45 km west of Tripoli) and Misrata (190 km east of Tripoli) received food packages for one month.

During the week of the report, UNHCR partner CESVI provided cash assistance to a total of 146 refugees and asylum seekers (67 families) living in the urban community of Tripoli. This included regular cash assistance for 23 people (four families) and emergency cash assistance for 123 people (63 families). The partner, the Danish Refugee Council (RDC), provided prepaid cash cards to 145 internally displaced families in Al-Riyayna (160 km southwest of Tripoli). In the east, partner ACTED distributed prepaid cash cards to 441 displaced families, including 307 families in Benghazi and 134 in Sebha.

This week, UNHCR partner the Democratic Republic of the Congo completed the rehabilitation of the Aldwes medical center in the Tripoli municipality of Abusliem. The civil works include the installation of a 2,000-liter water tank and the supply of an electricity generator. In addition, medical equipment was provided and sanitation facilities were rehabilitated. Rehabilitation is part of UNHCR’s Rapid Impact Projects (QIP) program, which aims at peaceful coexistence between the displaced and their host communities, as well as promoting the inclusion of refugees and asylum seekers.

UNHCR continues to seek solutions outside of Libya for vulnerable persons of concern. This week, with logistical support from IOM, 36 refugees were resettled in Europe and Canada. All individuals were tested for COVID-19 prior to departure.

Last week, the reception team at the Serraj registry office in Tripoli received a total of 509 people, including 95 people with refugee status determination and resettlement appointments. The registration team also registered 195 refugees and asylum seekers from Sudan (92), Syria (87), Palestine (7), Eritrea (6), Ethiopia (1), Somalia (1) and South Sudan (1) . Newly registered individuals received certificates from UNHCR.

IRC distribution continues to target refugees and asylum seekers living in the urban community. A total of 311 people received assistance, including blankets, hygiene kits, bars of soap, baby diapers and plastic sheeting at the Community Day Center and in the Krimiya district of Tripoli. As of March 31, UNHCR has distributed CRI to more than 9,600 persons of concern in Libya.
