On September 9, the regional state of Tigray unilaterally held the sixth election for the regional council, which was subsequently formed on September 24. The newly formed council also appointed TPLF president Debretsion Gebremichael (PhD) as regional president. Today’s HoF resolution means that the regional state legislative and executive bodies formed on September 24 will be suspended and replaced by a transitional government to be established. Today’s resolution also said that Prime Minister Abiy Ahmed will deliver a report on the progress and performance of the transitional government to the HoF once every three months.

According to a statement issued by the HoF, the transitional government to be established in the Tigray region will coordinate with other legitimate government bodies on ways to rule out unconstitutional practices in the region; It will also have the duties and powers that correspond to the executive of the regional state. The communiqué also said that the transitional government: will lead and coordinate the executive body; assign people to lead the executive; ensure that the rule of law is respected; facilitate the holding of elections in the region; approve the regional budget and prepare plans; perform other functions assigned by the federal government. The transitional government will also oversee all resolutions passed by the Federation Chamber, including the approval of federal government intervention in the regional state of Tigray.

On October 2, Adem Farah, president of the Federation Chamber, said that one of the measures that the HoF will implement will be the establishment of a transitional regional government, which will be accountable to the federal government. The other constitutional measure that the spokesman said was the dispatch of federal security forces to control the actions of the regional state that have endangered the constitutional order.

President Adem’s initial statement on the HoF’s plan to adopt a resolution came a few days after TPLF, the ruling party of the Tigray regional state, said the region will not comply with laws, directives and regulations, among others. , which will be enacted by the federal government after its current term came to an end on Monday, October 5, 2020.
