Addis Ababa, September 18, 2020 – Members of the House People’s Representatives (HoPR) are meeting today for the fifth year, the third emergency meeting to be held at the conference center located on the premises of Prime Minister Abiy Ahmed’s office.
According to a statement from HoPR, its members will first discuss and approve the minutes of the 2nd emergency meeting of the fifth year, which took place on April 10 and has approved, among other points, the COVID-19 state of emergency that was declared by the Council of Ministers (CoM) on April 08. It also approved the establishment of a Board of Investigation to oversee the implementation of the COVID-19 SoE.
Both the COVID-19 SoE and the Board of Investigation’s five-month schedule ended last August and parliament at its emergency meeting today is expected to officially declare the end of both.
The second item for the HoPR is to receive a report on the national response to COVID-19 from representatives of the Ministry of Health and to approve the next course of action.
It should be recalled that in its fifth year, second regular session, the Ethiopian Upper House, the House of Federation (HoF) approved a recommendation from the Constitutional Research Council (ICC) presented to the Subcommittee on Constitutional Interpretation and Identity on May 29. The ICC recommendation extended the term limits of both federal and regional state legislatures until Ethiopia’s deferred elections took place nine to 12 months after announcements from the Ministry of Health (Ministry of Health), the Ethiopian Institute of Public Health (EPHI) and members of the scientific community that the COVID-19 pandemic is no longer a threat to public health, and after this announcement was approved and / or endorsed by the HoPR.
Today’s emergency meeting of the HoPR will receive the national COVID-19 response from the Ministry of Health. It also comes a day after Western supporters of Ethiopia’s election visited the warehouse where the Ethiopian National Electoral Board (NEBE) has stored election materials. “It is fantastic to see that preparations for a free and fair election are progressing despite COVID-19,” tweeted the Danish Embassy in Addis Ababa.
